TO:

FROM:

DATE:

RE:

Ramsey Mayor and City.Council

City Engineer

April 22, 1980

Staff Report

e

o

1979 Street Projects: The contractor is presently in the process of
completing the restoration on the projects. If the weather cooperates
the projects should be completed within two weeks.

A common complaint which you should be aware of is the cracks' across
the streets perpendicular to the roadway. These cracks occur at
intervals of approximately 100 feet and are caused by the extreme
variations in the temperature. These types of cracks are common to
all roadways of this type and do not cause serious problems.

We have; however, noticed some cracks which were caused by utility
companies augering cables under the roadway. 'Some of these cracks
have settled and will require repairing. The city should require all
utility companies working on city property to post bonds so they would
be liable for the repair of damage they have created.

Titterud Park: The grading has been completed and the net posts and
entrance fence are to be installed this week. The color coat ~hould
also be installed shortly providing the weather cooperates.

Varioiite Street: This project was.completed late last fall[ Due to
the unusual weather conditions last fall and winter which resulted in
deep frost penetration combined with poor drainage an area north of the
gun club broke up. This area was paved prior to the 1979 street project
and'soil borings did not indicate any reason for excavating this area.
Th6refore, only the one foot. $~bcu~ required by the Specifications was
preformed and the road appeared stable at the time of construction.

However, due to the performance of the road this spring, we would rec-
ommend this area be subcut and replaced with select granular material
prior to paving. This could be done by city crews when the road drys
sufficiently or prior to pavingwhen the paving contract is let.

County Ditch 43: We are presently in the process of completing a
drainage study on County Ditch 43, which flows througb Flintwood Hills
Second Addition, for Anoka County. Preliminary results of the study
indicate that a 48 or 54 inch pipe will be required at the time the
entire district is developed. At this time we would like to have a
consensus of the city council if an interim solution would be acceptable
to the city. The interim solution would consist of a smaller pipe to
handle the present flows with easements provided for-installation of
the ultimate solution at a later date.
