09/22/16 REVISOR CKM/IL AR4240 <br />4.1 Subp. 11. Buildable area. "Buildable area" means the area upon which structures <br />4.2 may be placed on a lot or parcel of land and excludes land areas needed to meet <br />4.3 requirements for setback, rights -of -way, bluff impact zones, historic properties, wetlands, <br />4.4 designated floodways, land below the ordinary high water level of public waters, and other <br />4.5 areas restricted from development by local ordinance. <br />4.6 Subp. 12. Building. A structure with two or more outside rigid walls and a fully <br />4.7 secured roof and affixed to a permanent site. <br />4.8 Subp. 13. Certificate of compliance. "Certificate of compliance" means a document, <br />4.9 written after a compliance inspection, certifying that the development is in compliance <br />4.10 with applicable requirements at the time of the inspection. <br />4.11 Subp. 14. Commissioner. "Commissioner" means the commissioner of natural <br />4.12 resources. <br />4.13 Subp. 15. Conditional use. "Conditional use" has the meaning given under <br />4.14 Minnesota Statutes, section 394.22. <br />4.15 Subp. 16. Conservation design. "Conservation design" means a pattern of <br />4.16 subdivision that is characterized by grouping lots within a portion of a parcel, where the <br />4.17 remaining portion of the parcel is permanently protected as open space. <br />4.18 Subp. 17. Conventional subdivision. "Conventional subdivision" means a pattern <br />4.19 of subdivision that is characterized by lots that are spread regularly throughout a parcel <br />4.20 in a lot and block design. <br />4.21 Subp. 18. Deck. "Deck" means a horizontal, unenclosed, aboveground level <br />4.22 structure open to the sky, with or without attached railings, seats, trellises, or other <br />4.23 features, attached or functionally related to a principal use or site. <br />4.24 Subp. 19. Developer. "Developer" has the meaning given under Minnesota Statutes, <br />4.25 section 116G.03. <br />6106.0050 4 <br />
