Local governments must regulate activities identified in <br />57.2 subparts 3 and 4 through a permit process consistent with subpart 6 and part 6106.0150, <br />57.3 subpart 4. <br />57.4 Subp. 6. Permit conditions. In reviewing and approving land alteration permit <br />57.5 applications, the local government must ensure that: <br />57.6 A. temporary and permanent erosion and sediment control measures retain <br />57.7 sediment onsite consistent with best management practices in the Minnesota Stormwater <br />57.8 Manual, incorporated by reference under part 6106.0090; <br />57.9 B. natural site topography, soil, and vegetation conditions are used to control <br />57.10 runoff and reduce erosion and sedimentation; <br />57.11 C. construction activity is phased when possible; <br />57.12 D. all erosion and sediment controls are installed before starting any land <br />57.13 disturbance activity; <br />57.14 E. erosion and sediment controls are maintained to ensure effective operation; <br />57.15 F. the proposed work is consistent with the vegetation standards in part <br />57.16 6106.0150; and <br />57.17 G. best management practices for protecting and enhancing ecological and <br />57.18 water resources identified in Best Practices for Meeting DNR General Public Waters Work <br />57.19 Permit GP 2004-001, incorporated by reference under part 6106.0090, are implemented <br />57.20 where applicable, regardless of project type. <br />57.21 Subp. 7.
