Minn. R. 6120.3300, subp. 4 (2015), Proposed Minn. <br />R. 6106.0120, subp. 3 and 6106.0150. The proposed MRCCA rules prohibit the placement of structures, <br />land alteration, vegetation clearing, stormwater management facilities, and most construction activities <br />in the bluff impact zone. The proposed MRCCA rules do, however, allow some limited exceptions to <br />these restrictions such as for public utilities and recreational access to the river. This greater degree of <br />protection is necessitated by development pressures on bluffs throughout the river corridor, and the <br />susceptibility of these features to erosion and slope failure. <br />28 <br />
