-9- <br /> <br />earlier. In the original assessment of the city's <br />regulations the Council and EQB indicated the city should <br />submi.t its floodplain regulations for review. These have <br />not been submitted. <br /> <br />Although there are policies in the city's plan, the city's <br />Critical Area regulations do not contain requirements for <br />the management of utility crossings. These standards should <br />give priority to underground placement, require the <br />clustering or concentration along existing crossings or <br />bridges, and encourage compatibility with existing land uses <br />and environmental resources. <br /> <br />As the previous discussion concerning the city's land use <br />plan indicated, the land uses and lot sizes to be permitted <br />under the city's zoning ordinance are inconsistent with <br />metropolitan policies for rural service areas and the <br />Critical Area rural open space district requirements° <br />the ordinance 2.5 acre lots which are considered as <br />urbanization would be permitted in-rurat service areas. <br />Some areas of new commercial development would be <br />permitted also. <br /> <br />Under <br /> <br />Some of the-proposed regulations may cofli~t with Wild and <br />Scenic River management standards. These should be reviewed <br />with DNR before the plan is submitted to the Environmental <br />Quality Board. <br /> <br />The city has indicated in its plan that it will require the <br />dedication and provision for an additional four feet to new <br />streets adjacent to the river to prrovide for a regional <br />trail. This requirement should be included in the city's <br />regulations for river corridor development. <br /> <br />Capital Improvement Program <br /> <br />The city has no capital improvements scheduled for. the <br />Critical Area through 1983. <br /> <br />public Participation <br /> <br />The city has indicated, in a cover letter, that well <br />publicized information meetings.were held in February and <br />May Of 1979; and a public hearing was conducted on April 17, <br />1979. The letter also'indicates that, ".citizens were kept <br />informed of regular Planning and Zoning meetings when <br />Critical Rivers was going to be discussed." <br /> <br />Conclusions and Findings <br /> <br />The City of Ramsey has prepared a river corridor plah and <br />regulations which are consistent with many of the requirements of <br />the Critical Area designation and Executive Order. <br /> <br /> <br />
