The Ramsey Critical Area plan and Regulations do not adaquately <br />address the requirements of the Executive Order for the <br />protection' of steep slopes and vegetation, the management of the <br />quality and quantity of runoff, flood plain management, and river <br />corridor trail planning. <br /> <br />The Ramsey Critical Area land use plan and regulations for the <br />rural service area and rural open space districts are <br />inconsistent with the Metropolitan Development Guide and <br />Executive Order in terms of the proposed commercial uses and <br />urban densities. <br /> <br />Recommendations <br /> <br />The Metropolitan Council recommends to the Minnesota <br />Environmental Quality Board that the Critical Area Plan and <br />Regulations of the City of Ramsey be amended as follows: <br /> <br />a. provid~ management policies for th'e protection of steep <br /> slopes distinguishing between those of 12 to 18 percent <br /> gradient and 18 perceht and greater. Relate t.he proposed <br /> slope management policies to the prevention of riverbank <br /> erosion or provide separate policies. <br /> <br />be <br /> <br />Include a specific policy addressing the level of erosion <br />to be allowed during and after construction and the rate of <br />increased runoff to be maintained for all lands within the <br />river corridor. <br /> <br />Ce <br /> <br />Specific policies prohibiting the clear cutting of <br />vegetation along the riverbank or within the structure <br />setback area should be included in the plan to minimize <br />erosion potential and visual impacts. <br /> <br />Provide a map of soils unsuitable, for the development of on- <br />site sanitary systems. <br /> <br />e. Amend the land uses plan to include: <br /> <br />(1) <br /> <br />a clear indication of the rural and urban service <br />areas indicating appropriate land uses and densities <br />for each, the timing and staging of urban development <br />if appropriate, and the services in the latter area <br />consistent with the Metropolitan Development Guide and <br />Critical Area requirements, <br /> <br />(2) <br /> <br />recommendations for appropriate changes in the location <br />of the urban developed district boundary consistent <br />with (1). <br /> <br />Identify the Mississippi West Park as a local county park <br />and not a regional facility. <br /> <br /> <br />
