CASE #4: UTILIZING LANDFILL FOR HANG GLIDING; CASE OF LYLE BRADLEY AND
BORIS POPOU:
J~\ The above parties spoke to Mayor Gamec about using the landfill
~v L~';~~ ~ hill area for hang gliding. Either Tom will address the
· Q~ i/~ \'.~j~ Council on this or one of the above parties will be here to

0~k SITE AND SIDE STREETS:

This was discussed at the special Council meeting May 5 and
7, 1980, but there has not been a firm committment that this
is going to occur. Consequently, I think this should be
accomplished by Council resolution where we request the State
Highway Patrol and Anoka County Sheriff's Department t~ crack
down on trash haulers to the landfill. I would image it is
going to be the local citizens who are' going to get ticketed
for littering the City streets.

Council Action: Will be to request County Sheriff's Office
and Highway Patrol and our own Police Department to crack
down on the litter problem.

CASE #6: HIRING OF SECRETARY TO TAKE MINUTES; CASE OF Carol Lattery:

Enclosure (D3-c) contains a copy of Ms. Lattery's application
for employment. She has taken minutes for the City of Columbia
Heights. She types approximately 65 words per minute and takes
shorthand at a rate ofabout 95 words per minute. She was
screened through the State Employment Office. She is a full
time student.

This position is really a contract job whereby the City con-
tracts a person to take minutes for $45 per time which inc%udes
the recording and typing of them up in the minute book.

I recommend that the Council contract Ms. Lattery to take
minutes for the City Council and the City Planning Commission.

Council Motion should read:

Motion by Councilman to contract with Ms.
Lattery to take the City Council meeting minutes and
the Planning and Zoning Commission meeting minutes, that
she be paid $45.00 for each meeting (This does not in-
clude public hearings Or Board o~ Adjustment hearings
held on the same night as the r.egular meeting.) This
will include the recording of the minutes and the typing
of the minutes up in the minute book. The contracting
of this service is to be effective as of May 5, 1980.
Motion seconded by . Motion carried. Voting
yes Voting no
