-2- <br /> <br />This young City with its young taxpayers has only a residential tax <br />base (no industrial/commercial) to pay its way. It is required to do <br />every study legislated by the Federal and State government to meet <br />every planning/environmental criteria that is dictated to us. Now, <br />we have a rampant inflation topped off with a recession which naturally <br />hits our young citizens first and who can least afford it. <br /> <br />We, the City Council of Ramsey, have never really been in favor of any <br />government programs. However, we think that the General Revenue Sharing <br />Program has to be the Federal Governments finest program available to its <br />citizens. We also feel the Economic Development Administration programs <br />are well run programs. There are many HUD programs that should be scraped <br />by Congress. However, if we are going to have Federal Government pro- <br />grams let us keep Federal Revenue Sharing. It is reported that it costs <br />the Federal Government 11/100 o~ one (1) percent to administer federal <br />revenue sharing which is really fantastic. Why doesn't Congress set <br />this criteria for all programs you would really save dollars. <br /> <br />We want to thank you Congressman 0berstar on keeping us informed on <br />critical issues l~ke this and asking us for our opinion.
