WATER QUALITY <br /> <br />W/12/79 <br /> <br />Minnesota Statutes, Section 473.05, Sub- <br />division 5, if: <br /> <br />The interceptor eliminates the need for a <br />treatment works not existing on January 1, <br />1970, that could have been constructed <br />consistent with Minnesota Pollution Con- <br />trol Agency and Metropolitan Development <br />Guide standards in effect when the decision <br />is made to construct the interceptor, or <br />eliminates the need for a treatment works <br />existing on January 1, 1970, or improve- <br />merits to it; and <br /> <br />The decision to build the interceptor was <br />or is made to protect or improve a water <br />resource of metropolitan significance. The <br />term "water resource of metropolitan <br />significance" shall include any lake or any- <br />portion of a major river used as a source of <br />municipal water supply or designated by <br />the Metropolitan Council as a water area to <br />be protected. <br /> <br />Once an interceptor has been determined to be <br />of metropolitan benefit, the costs eligible for <br />allocation under the metropolitan benefit <br />provision shall be those current costs incurred <br />after December 31, 1971. <br /> <br />When the Council makes a determination of <br />metropolitan benefit, the Commission shall <br />compute the amount of current costs allocat- <br />able thereto in preparing its budget year. The <br />amount of current costs allocated to a service <br />area in such year is the amount of current <br />costs that would have been allocated to the <br />service area if the lowest cost disposal system <br />alternative had been retained, selected or <br />constructed consistent with Paragraph 1. <br /> <br />Metropolitan Council Procedure No. 9. <br />Bond Issues <br /> <br />Additional debt service of new offerings should <br />be kept to the amount necessary to amortize <br />the issue over 30 years or less, with even annual <br />combined payments of principal and interest. <br /> <br />2. New debt service should be correlated with <br /> outstanding debt to provide a uniform annual <br /> debt service budget and to permit reduction of <br /> <br />the term of new offerings by use of the "drop- <br />off" of retired issues. <br /> <br />The right of redemption should be reserved to <br />the fullest practical extent, and call premiums <br />should be discouraged. <br /> <br />Subsequent issues should be correlated to the <br />necessary-capital programs to provide for a <br />quarterly issuance and should be combined <br />accordingly. <br /> <br />Any Council agency fiscal demands may be <br />combined in subsequent issues to provide fo'r <br />flexibility within the programs. <br /> <br />Metropolitan Council Procedure No. 10. <br />Local Comprehensive Sewer Policy Plan <br /> <br />General Discussion <br /> <br />The 1976 Metropolitan Land Planning Act, Section <br />473.859, Subdivision 3, Paragraph (b), requires <br />local governments to prepare a public facility plan, <br />and in particular a sewer policy plan. <br /> <br />The requirement of this act is similar to that of <br />the 1969 Metropolitan Sewer Act (Minnesota <br />Statutes, Section 473.503), which requires local <br />governments to submit comprehensive sewer plans <br />describing sewerage service needs from the <br />Metropolitan Waste Control Commission'. The <br />1974 Metropolitan Beorganization Act (Laws <br />1974, Chapter 422) requires the Council to adopt <br />a Waste Management (sewerage) Policy Plan. The <br />Council's Development Guide Policy Plan on Water <br />Quality Management, adopted March 9, 1979, <br />serves as the Waste Management Policy Plan <br />required under this act. <br /> <br />The following adopted procedure allows the <br />Council and the Commission to coordinate their <br />review requirements for these two sewer plans. <br /> <br />The local sewer policy plan and amendments to <br />this local plan are to be submitted to the Metro- <br />politan Council as part of the comprehensive <br />plan for review and comment. After the Council's <br />revie.w and recommendations, with or without <br />comments, the local government is to submit the <br />adopted comprehensive sewer policy plan portions <br />of the comprehensive plan to the Commission for <br /> <br /> <br />
