After January 1, 1981, the Commissibn <br />is not to recommend any change in service for a <br />local government to the Minnesota Pollution Con- <br />trol Agency unless the local government has a <br />Commission-approved comprehensive sewer policy <br />plan. Such a plan should include the collection, <br />treatment and disposal of all sanitary sewage, <br />including on-site sewage disposal system ordinances, <br />administration system, and adequate operation and <br />maintenance syste, m. <br /> <br /> local sewer policy plan is an important means <br />of determining the impact of local systems upon <br />the regional system, as well as future system <br />expansions or modifications. The Council adopts <br />the following procedure for its participation in <br />the sewer policy plan review process to ensure <br />conformity of the local plan to regional develop- <br />ment policy and metropolitan sewer system <br />expansion. <br /> <br />Ao <br /> <br />Handling Procedure <br /> <br />The Council's referral administrator shall sub- <br />mit a copy of a local comprehensive plan to <br />the Metropolitan Waste Control Commission <br />immediately upon the Chairman's issuance of <br />an order to commence the plan review. The <br />Commission staff is to review this plan and <br />submit a response, in writing, to the Council <br />staff within 20 days of the Chairman's plan <br />review order if the plan has a major conflict <br />with the regional Water Quality Management <br />Policy Plan or if major information is not <br />included in the plan.. <br /> <br />During the review process of a comprehensive <br />plan, the Council staff shall arrange a joint <br />meeting of the Council and Commission staff <br />with the affected local government units, if <br />necessary, to discuss the Council and Com- <br />mission staff comments on the local compre- <br />hensive sewer policy plan. <br /> <br />Any subsequent communication initiated by <br />the Council or Commission staff with the <br />local government units shall include mutual <br />notification between the Council and Com- <br />mission. To the extent practicable, the Council <br />shall coordinate all meetings initiated by the <br />Council or Commission staff with the local <br />government units. The Council shall be <br /> <br />responsible for notifying all parties and <br />arranging all meetings. <br /> <br />After the Commission has completed its review <br />of the local comprehensive sewer policy plan, <br />a memorandum will be forwarded to the <br />Council within 60 days of the Chairman's plan <br />review order date on the local sewer plan and <br />its relationship to the regional Water Quality <br />Managemeht Policy Plan. <br /> <br />4. An appropriate committee of the Commission <br /> may review the local sewer policy plan and <br /> staff comments, and forward recommendations <br /> to the Council; or the Commission may elect to <br /> allow the Chief Administrator to formulate <br /> recommendations on the plan and forward <br /> these to the Council for consideration. These <br /> recommendations from the Commission are to <br /> be forwarded to the Council within 75 days of <br /> the Chairman's plan review order date. <br /> <br /> o <br /> <br />5. An appropriate committee of the Council will <br /> review the local sewer policy plan, Commission <br /> comments and local government concerns, and <br /> forward a recommendation to the Council. The <br /> Council will review the committee's findings <br /> and transmit its recommendations to the local <br /> government and the Commission. <br /> <br />o <br /> <br /> ° <br /> <br />:120 <br /> <br />Local governments are to make changes to the <br />comprehensive sewer policy plan as necessary <br />in accordance with Council comments, recom- <br />mendations and requirements, and submit the <br />locally adopted plan to the Commission for <br />approval. The Commission is to approve plans <br />that are consistent with Council review of and <br />recommendations on the local comprehensive <br />sewer policy plan. <br /> <br />In those cases where review of the entire local <br />sewer policy plan cannot be made because in- <br />formation regarding adjacent local governments <br />or proposed regional facilities is either uncertain <br />or unavailable, the Council shall reserve com- <br />ment on those features and make its recom- <br />mendations to the Commission only on those <br />plan elements that,, in its judgment, are clearly <br />understood. The Commission should condition <br />its approval of the local sewer policy plan <br />accordingly. <br /> <br />Subsequent to such review and approval by the <br /> <br /> <br />
