WATER QUALITY <br /> <br />W/12/79 <br /> <br />o <br /> <br />Council and Commission, any local govern- <br />ment proposing to alter or improve any existing <br />sewers or other disposal facilities in a manner <br />not specifically approved by the Commission <br />in its review of the local sewer policy plan shall <br />submit its proposal to the Commission for <br />review as a local sewer policy plan amendment <br />before application to the Minnesota Pollution <br />Control Agency for a sewer construction <br />permit. <br /> <br />All amendments to an approved local sewer <br />policy plan shall be reviewed by the Council <br />and Commission in accordance with the above <br />procedures. <br /> <br />B. Content of Local Comprehensive Sewer Policy <br /> P/an: Genera/Discuss/on <br /> <br />The local comprehensive sewer policy plan (CSPP), <br />as part of the comprehensive plan required under <br />the Land Planning Act, is broader in scope than <br />the previously required comprehensive sewer plans. <br />(CSP) of local governments. The sewer system <br />engineering and ultimate system design may change <br />very little or not at all from the original CSP. The <br />CSPP identifies localized service area timing and <br />includes a map showing where and when service <br />would be provided in a certain area. This service <br />area and timing for sewer construction is to be <br />consistent with the comprehensive plan of the <br />local government. <br /> <br />In those areas where sanitary sewer is not planned, <br />adequate on-site sewage systems are to be con- <br />structed and maintained so premature installation <br />of sanitary services across rural or open areas is <br />prevented and will not be a burden on the local <br />government. The development of ordinances and <br />administrative programs to ensure the prevention <br />of premature sanitary sewer installation is to be a <br />part of this CSPP. To clarify the local govern- <br />ment's intention to implement this program, each <br />plan should contain adopted specific policies to <br />carry out the plan. <br /> <br />C. Content of Local Comprehensive Sewer Plan <br /> <br />1. Local government units are expected to use the <br /> 1980, 1990 and 2000 population and employ- <br /> merit data included in the regional Water <br /> <br />o <br /> <br />Quality Management Policy Plan for overall <br />direction on development. If a local unit of <br />government determines that the programmed <br />availability of metropolitan sewer service con- <br />flicts with local need, it may request the <br />Council and Commission to consider amend- <br />merit of the Policy Plan or Development <br />Program. Such requests will be considered <br />pursuant'to administrative and operational <br />procedures established by the Council. <br /> <br />The local sewer policy plan submitted to the <br />Commission for review should be consistent <br />with the adopted comprehensive plan of the <br />local government unit. <br /> <br />The local sewer policy plan should contain <br />the following information at a I,_eevel of detail <br />sufficient to describe existing and tuture~seWer <br />issues, a~ ?~c6mmend solut:ic~n-s'-a-ncfia~propri- <br />a~t-e ~cilities.- ...... <br /> <br />a. Community Physical Facilities <br /> <br />Surface water drainage districts, including: <br />are~i or subarea boundaries; area of district <br />and subdistricts in acres; drainage direction; <br />points of collection; pond/rig areas; rivers; <br />streams; floodplains; ponds; lakes; and <br />wetlands. <br /> <br />b. Existing and Proposed Sewerage' Facilities <br /> <br />Location, size, capacity, and design <br />flows for existing and proposed later- <br />als and trunk sewers, lift stations, <br />forcemains and septic tank pumpage <br />and other waste disposal Sites in the <br />collection system.. <br /> <br />ii. <br /> <br />Any sewerage facilities being used <br />jointly with another local government <br />unit, including area of service, the <br />number of connections and service flow <br />volume. <br /> <br />III. <br /> <br />Location, type and capacity of all <br />existing treatment facilities for public <br />use whether municipally or privately <br />owned, including their appropriate <br />National Pollution Discharge El/mina- <br />tion System (NPDES) permit. <br /> <br /> <br />
