WATER QUALITY <br /> <br />W/12/79 <br /> <br />should generally prohibit the installa- <br />tion of standard on-site systems in: <br /> <br />areas where problems are likely to <br />occur because of soil constraints <br />or other geologic or hydrologic <br />characteristics; <br /> <br />b. iow swampy areas or areas subject <br /> to recurrent flooding; <br /> <br />areas where the highest known <br />groundwater table, bedrock or <br />impervious soil conditions are <br />within three feet of the bottom of <br />a system. <br /> <br />On-site system ordinances shall contain <br />application and review procedures and <br />requirements for the issuance of on- <br />site system permits. Such requirements <br />should provide for the receipt of a <br />permit to install an on-site system <br />prior to, or in conjunction with, the <br />issuance of a building permit. Applic~- <br />tion and installation requirements <br />should provide for the transmission of <br />adequate system and site information <br />and a review procedure to ensure <br />compliance with the ordinance. <br /> <br />2.1 <br /> <br />Ordinances shall require that applica- <br />tions contain a description of the site's <br />characteristics, including a soils and <br />subsurface evaluation based on bor- <br />ings, percolation tests, and a descrip- <br />tion of the proposed system. <br /> <br />2.2 <br /> <br />Subdivision (or other) ordinances <br />should provide for the approval of <br />plats only following a determination <br />that the soils in the platted area gen- <br />erally are suitable for the installation <br />of on-site systems consistent with the <br />on-site system ordinance requirements. <br /> <br />2.3 Separate site testing should be per- <br /> formed in connection with all on-site <br /> system applications. On-site system <br /> ordinances should contain installation, <br /> inspection and acceptance procedures <br /> that require all new installations, mod- <br /> ifications or repairs to be inspected <br /> <br />3.1 <br /> <br />3.2 <br /> <br />and approved prior to covering the <br />system. Final system approval should <br />be given only where a system has been <br />installed consistent with the ordinance <br />requirements and any specific condi- <br />tions contained in the installation per- <br />mit. <br /> <br />· Local units of government should <br />adopt on-site system ordinances and <br />controls that contain inspection and <br />maintenance requirements, where nec- <br />essary and consistent with Policy 44 <br />of the Council's Water Quality Man- <br />agement Plan, and should help to <br />ensure that system owners receive <br />appropriate education and technical <br />assistance with system operation and <br />maintenance· <br /> <br />Inspection. On-site systems should be <br />inspected on a regular basis, where <br />necessary and consistent with Policy <br />44 of the Council's Water Quality <br />Management Plan. Inspection should <br />check the sludge and Scum accumula- <br />tion in a septic tank, or appropriate <br />equivalent, if any, in an alternative <br />system. Inspection should occur no <br />less than biennially. <br /> <br /> Maintenance. Where necessary and <br />· consistent with Policy 44 ~)f the Coun- <br /> cil's Water Quality Management Plan <br /> and Paragraph 3.1, local government~ <br /> should require maintenance of a septic <br /> tank when inspection reveals that <br /> sludge reaches a point 12 inches below <br /> the bottom of the outlet baffle and/or <br /> the scum reaches a point three inches <br /> above the bottom of the outlet baffle. <br /> Maintenance requirements for alterna- <br /> tire systems should be established in <br /> the ordinance or at the time of installa- <br /> tion permit approval. <br /> <br />Recordkeeping. All local programs <br />should provide for'recordkeeping re- <br />lating to the design and location of <br />new and/or renovated on-site systems. <br />System owners or their agents should <br />be required to submit a final descrip- <br />tion of the system as installed to the <br /> <br /> <br />
