WATER QUALITY <br /> <br />W/12/79 <br /> <br />4.1 <br /> <br />local government. The description <br />should include such information as: <br />site address, location and layout of <br />system on the site, type and design of <br />system installed, type of building <br />served and the results of the site <br />suitability analysis (percolation tests <br />and/or soil borings). <br /> <br />Where necessary and consistent with <br />Policy 44 of the Council's Water <br />Quality Management Plan, local <br />programs should provide for on-site <br />system data collection and record- <br />keeping covering the frequency of <br />complaints, pumping and/or other <br />maintenance activities for each sys- <br />tern. <br /> <br />Remedial Action. Programs should <br />include measures to identify the <br />location of systems creating nuisances <br />and/or endangering public health <br />and/or endangering the safety of any <br />domestic water supply, and/or pollut- <br />ing or contaminating any water of <br />the state. <br /> <br />5.1 <br /> <br />The local on-site system ordinance <br />should include provisions for correc- <br />tion, replacing or terminating the use <br />of any system identified in Paragraph <br />5 above. <br /> <br />5.2 <br /> <br />Ordinances should require that exist- <br />ing systems comply with the adopted <br />on-site system standards in situations <br />where work other than maintenance <br />is being proposed for an existing <br />system. <br /> <br />6. Authorized Metropolitan Area coun- <br /> ties and/or local units of government <br /> should collectively and cooperatively <br /> establish programs and standards for <br /> licensing system installers, pumpers, <br />.. haulers, site evaluators and maintain- <br /> ers operating within their jurisdiction. <br /> Licenses shall be issued only to those <br /> who meet training and knowledge <br /> requirements as evidenced by the <br /> satisfactory completion of a certifica- <br /> tion program. <br /> <br />6.1 <br /> <br />6.2 <br /> <br />7.1 <br /> <br />7.2 <br /> <br />7.3 <br /> <br />Consistent with Policy 44 of the <br />Council's Water Quality Management <br />Plan, programs and controls should <br />establish appropriate requirements <br />and measures applicable to installers, <br />pumpers and haulers that ensure saris- <br />factory performance, liability coverage <br />and compliance with local ordinances. <br /> <br />Consistent with Polic.y 44 of the <br />Council's Water Quality Management <br />Plan, work records should be obtained <br />on a regular basis by each local unit of <br />government from licensed pumpers, <br />haulers and maintenance operators <br />regarding their activities in the local <br />jursidiction as a condition of licensing. <br /> <br />Local on-site systems management and <br />control programs shall be adequately <br />staffed and funded. Administrative <br />powers, responsibilities and rights <br />shall be specified in local ordinances. <br /> <br />Administrative powers that should be <br />specified in ordinances include those <br />relating to: performance of investi- <br />gatory review, site inspection, permit <br />analysis, inspection, and the issuance <br />of orders relating to enforcement <br />activities. <br /> <br />Communities shall ensure the appoint- <br />ment of trained and qualified persons <br />as administrators/inspectors, the <br />absence of any. conflicting business or <br />interest within the jurisdiction, and <br />should provide express standards relat- <br />ing to removal of administrative <br />personnel. <br /> <br />Ordinances should provide opportunity <br />for cooperation or the selective dele- <br />gation to administrators from other <br />units of administrative responsibilities, <br />particularly where funding/staffing is <br />marginally adequate. <br /> <br />Enforcement. Ordinances shall contain <br />appropriate appeal, variance and eh- <br />forcement provisions. <br /> <br />8.1 Ordinances should contain specifica- <br /> <br /> <br />
