DEPARTMENT <br /> <br />: <br /> <br />FROM : <br /> <br />Administration <br /> <br />Cable Con~nunications Board <br />Members of the Board <br /> <br />Robert Zelle~t'~ <br /> <br />STATE OF <br />Of[ice emorandurn <br /> <br />DA'rE: May 6,, 1980 <br /> <br />pHONE: 296-6619 <br /> <br />SUBJECT: <br /> <br />STAFF REPORT AND RECOMMENDATIONS CONCERNING PROPOSED <br /> <br />ANO}L~, CHAMPLIN AND RAMSEY CABLE SERVICE TERRITORY <br /> <br />A proposal was submitted to the Minnesota Cable Communications Board on January 21, <br />1980 for designation of a Cable Service Territory (CST) consisting of the corporate <br />limits of Anoka,. Champlin and Ramsey. <br /> <br />The proposal for the three-municipality CST was submitted by Harmon and Company of <br />Englewood, Colorado. Notice of the proposal was published in the Minneapolis Star <br />and Tribune on January 22, 1980, and in the Anoka County Union on January 25, 1980 <br />and on April 11, 1980. A copy of the proposal was tendered to the Metropolitan <br />Council and the three municipalities, and notices of the proposal were sent to all <br />contiguous municipalities. The proposal, as supplemented by additional assurances <br />dealing with initial service areas within the territory, satisfactorily meets all <br />conditions of the state cable statutes and the Board's applicable rules. <br /> <br />The Metropolitan Council's 90-day statutory period of review and comment has con- <br />cluded, and a memorandum from Metropolitan Council staff member Roger Israel to <br />Human Resources Committee dated April 16, 1980 is attached hereto. The Metropolitan <br />Council staff recommendation was adopted at its April 24, 1980 meeting. The Council's <br />report recommends that the Board approve the proposed CST. <br /> <br />In addition to consideration by the Metropolitan Council, the Minnesota Cable Com- <br />munications Board staff has conducted its own inquiry into factors and criteria <br />relevant to the proposed territory which augments the findings of the Metropolitan <br />Council. The staff's comments are as follows: <br /> <br />IMPACT ON PROSPECTS FOR DEVELOPMENT OF CABLE SERVICE IN <br /> <br />AREAS WITHIN AND CONTIGUOUS TO THE PROPOSED TERRITORY: <br /> <br />The proposed territory is bounded to the north by Isanti County (which is <br />not included within the Twin Cities metropolitan area); to the east by <br />Andover and by Coon Rapids (which is in an established cable service <br />territory with Spring Lake Park); to the south by Brooklyn Park and Maple <br />Grove (which are in the established Northwest Suburban Cable Service <br />Territory); and to the east by Dayton. <br /> <br />The staff finds no negative impact on other known cable developments. No <br />part of the proposed CST is presently served by cable. <br /> <br /> <br />
