Members of the Board May 6, 1980 Page 3 of 3 e To provide as many communities as possible with local channels for daily dissemination of local news, infor- mation, culture and ideas; To facilitate interaction among, and delivery of, services to geographically separated communities of interest; To facilitate the sharing of resources in the delivery of human services, with emphasis on the educational and health sectors; T° develop telecommunications services to support the functions of state government and to support state govern- ment decentralization efforts; To cultivate citizen awareness of and participation in governmental decision-making at all levels. Staff reco~nends approval of the cable service territory as proposed to include the Cities of Anoka, Champlin and Ramsey. In so doing, it recognizes the preeminent right of the municipalities to franchise separately if they wish, although evidence points to the advantages to each to work together toward Joint or common franchises. This recommendation is consonant with that-of the Metropolitan Council, and no opposition has been made known.
