In so doing, it recognizes the preeminent
right of the municipalities to franchise separately if they wish, although evidence
points to the advantages to each to work together toward Joint or common franchises.

This recommendation is consonant with that-of the Metropolitan Council, and no
opposition has been made known.

Finally, it is recommended that the Board adopt the staff recommendations as its find-
ing of ~ct and the basis for its decision; that it stipulate that its order does not
necessarily constitute a presumption that the proposer will be the successful appli-
cant for a franchise or franchises within the territory; that each municipality is
free to franchise separately if it desires; and that stat~'ca~e S~t~te~"~and'rules
be followed in the bidding procedures leading to franchising the system or systems
to serve the cable service territory.

~Z/blf

ENCLOSURES:

Metropolitan Council Staff Memorandum, dated April 16, 1980

Joint Resolutions in Support of the Proposed Cable Service
Territory (CST) Which Will Encompass the Cities of
Anoka, Champlin and Ramsey:
Anoka City Commission Resolution No. 80-14, adopted March 3, 1980;

Champlin City Council Resolution No. 80-68, adopted March 11, 1980;
Ramsey City Council Resolution No. 80-20, adopted April 22, 1980.
