May 15, 1980

Mr. Charles Weaver
Metropolitan Council
300 Metro Square Building
St. Paul, Minnesota 55101

Dear Mr. Weaver:

I am writing this letter to bring to your attention the immediate need for action
regarding the building of FHA homes within the 7 County Metropolitan Area. The
time has come for someone to make a decision and take a firm stand to move forward
and help our economy and the builders. The influence that the'Metropolitan council
has and its decision to curtail the building of FHA homes in these areas is causing
a severe hardship, in addition to contributing towards the inability of the average
home buyer to buy a home today. I am specifically talking of the.~reas which do
not have sewer and water. If HUD does not change its plan and ai~o~':FHA homes to
be constructed in non sewer and water areas, then I'feel that this is being dis-
criminatory and unjustified restrictions upon builders who own' land and build homes
for the general public. ·

According to our society today and all of the special interests who are involved
with lobbying against everything, we must now all join together in an effort to
help the average person make a living today, and avoid ~he unemployment rolls. The
7 County Metropolitan Area is one of the few places.in the United States where a
limited number of people.are able to have an overabUndance of power and ability to
make sure these FHA homes cannot be built. Again, I am restating that this is dis-
criminatory. If we are all equal opportunity builders, employers and businesses,
then how can we operate on this basis when our local government and its committees
are discriminating against us~

I operate my construction and real estate business.in the City of Ramsey. In the
past year special interest groups, local municipalities and governmental agencies
have seen fit to offer special interest rates within ce~ain municipalities to a
limited number of builders. I am talking about the indUStrial bonds used for new
construction. I am asking the question, where was the ~tropolitan Council, Counties
and the State when these very specialized financing pro'rams were being ramrodded

OGE

CONSTRUCTION & REALTY, INC.
6740 HIGHWAY 10 NORTHWEST
ANOKA, MINNESOTA 55303
TELEPHONE: 427-1350
