City Administrator Schnelle stated that Waste Management broke the contract <br />and he suggested going back to them and asking for two things: <br /> <br />1) That an escrow fund be established. <br /> <br />2) That there be a $.30/cubic yard increase. $.15/cubic yard is needed to <br /> replace water supply. <br /> <br />Councilman Cox said they have created a problem by a blatant violation. He <br />said it appeared to him that the PCS and the County were not on top of the <br />irregular Well #5. <br /> <br />City Engineer Raatikka said that Well #5 was put in in 1976. He recommended doing <br />tests to determine what is causing Well #5 to be out of line. Waste Management <br />said they would be putting in test wells. Barr Engineering is doing a ground <br />water monitoring study also. The Bart report is due on June 30th and July 3Oth. He <br />recommended the city request extension of time on their report. <br /> <br />Councilman Reimann said he felt the sooner the tests get done, the sooner the <br />city will know what the cause is. <br /> <br />Councilman Cox recommended that the city get the University or someone to analyze <br />the water. <br /> <br />Counci~nan Sorteberg related he knew of a realtor who worked for the Spring Company <br />doing water testing and sending samples to the lab. The cost would be $4'O/well, <br /> <br />Mayor Gamec asked if the city should get the County or an independent firm to do the <br />tests. <br /> <br />Building Official Berg said that most of the tests being done on wells now is done <br />by Markley Labs for '$65 or $70/well. <br /> <br />Councilman Reimann said he felt that the city should know what the testing is going <br />to cost. <br /> <br />It was agreed that the city have an independent firm do the tests. <br /> <br />Motion by Councilman Reimann and seconded by Counci]mzan Cox to spend a ma~mum <br />of $300.00 to test water in the area. <br /> <br />City Engineer Raatikka stated he would check with the Health Department on the <br />specific tests to make. <br /> <br />Councilman Cox said that this'could be used as a basis for future testing also. <br /> <br />City Engineer Raatikka said that Barr Engineering would be making recommendations <br />on monitoring the wells in their report. <br /> <br />Attorney Goodrich stated that the city should be prepared to test all residents <br />in the city if these tests are done. <br /> <br />City Administrator Schnelle suggested calling RLr.
