Tom asked if I ~-ould go up there and find out what ~.,~ going on as he tb, ou-,~t there r.~y be ph~i "cal violence involved. I ar~ved at the Robert hN~gent residence and %.ms met by ~s. 5~g_ent, She ~cplained to me that her father, Glance J~phs, and her husband ~re erect~g a p~va~y fence ~en Glen Ryc~ sta~ed to h~ss th~ v~~ and then took one of the ~ posts ~d ~rew it at ~rence. ~-~. ~]d l~s. ~ugent e~la~ed that this has b~ ~ ongo~ probl~ for abo~ fo~~ ye~s now. ~. ~%~gent s~d that ~chn~ does~ ~oprec~te the fact that they ~e p~t~g ~O t]~is fence. I ~n~ived at t}]e Glen Rychner residence, 62C>D 177th Ave. I~.W. t?~s properby borders the ].~gent residence. I ~-ras net L~j Glen Rychner and he e~_~lain- ed the following: This morning ~.~en he got up he observed that the Nugents were re-erecting a pri~acy fence that had blown do~a~ over the ~uter. He then went over to talk ~ith them about it and vms met by verbal abuse fr_om Robert .Uugent and G~L%rence Josep1~s. At this point he became a little upset ~eeing that he couldn't reason ~.~th them and took one of the 4X4 posts out of ~he ground and threw it. Glen stated that'he did not throw it at Clarenc~ ~ to the ground hnd that it did glance eft a v~eel barrow and come close to hittinE ~arence. Glens complaint is ~at the I,~gents are not obeying ~ity or ~d~.uces ir, regards to tile keepin~ of ar~imals. IIe said tb~t they are keeping pigs ~ud cm,~ and that ~,~en it is hot or the ~nd is blo~,~ng from the east the smell is unbearable. Clan also stated that the fence the INgents are putt_~,~ up is an eye sore ~ud that on ,~unr, y days the s~n~ i~ reflected back to the house. (The fence is nm,de up of L.-X& posts tied together ¥,dth 2X6's and co~ered with corrugated galvanized sheet :~etal approx. 6' high). Glen feels that this depreciates the v~lue of his property and that the INgents are openly defying City or~,~in~uces. I e:~lained to both parties that this ~.r~s a matter for the City Zm~ing board ~ud or civil action, Both parties are aware of the City C~ucil meeting dealing ~dth this issue and %,.d]1 be in attendance. My observations were that on this p~rticular day %J~e smell in the area %ms not bad and for the fencs t,his is a matter of taste although the fence is not of a decorative nature.
