Mrs. Jeannie Davis, 9321 - 176th Ave. N.W., asked to be shown the specific <br />area on the map where the ponding is. <br /> <br />City Engineer Raatikka said the t%" thickness is the minimum compacted thickness. <br />As far as maintenance, these streets have held up pretty well in the past. The <br />only maintenance costs would be for seal coating. Based on today's prices, <br />seal coating runs at $150 per lot. <br /> <br />Councilman Mickelson en%ered the meeting at 8:00 p.m. <br /> <br />Mr. James Gallagher, 17711 Eaton St. N.W. said he works for a utility company <br />and he talked to a job foreman who informed him that there were day to day <br />cost changes in blacktopping. He asked who would pick up the slack of the <br />day to day costs. <br /> <br />Mayor Gamec said the person who bids the road gets paid what he bids. <br /> <br />Ms. Kathy Gallagher, 17711 Eaton St. N.W., asked if there were bonds that are <br />available now that the city could get. <br /> <br />Mayor Gamec said that there were bonds available and he checked around and <br />found interest rates at 8.2% and as low as 6.2%. The city is looking at <br />approximately 8~% and only 1% can be added onto that. <br /> <br />Mr. Rick Hoffman, 9215 Ermine Blvd. N.W., asked how much his taxes would go up. <br /> <br />Mayor Gamec said taxes go up whether there are dirt streets or blacktopping. <br />He said he hasn't noticed anything different in the blacktopping area from <br />any other type such as gravel. As far as maintenance costs, they generally <br />stay about the same for the city. Valuations this year went up, but taxes <br />went down. It takes 12 to 15 thousand dollar valuations before your taxes <br />are affected. <br /> <br />Mr. Hoffman asked why the city is going with a minimum standard of 1%" black- <br />topping instead of 2" to 4". <br /> <br />City Engineer Raatikka said the city adopted this policy six to eight years ago <br />and has stuck with that standard since. If another 1" or 2" is added, it will <br />cost more. <br /> <br />Mayor Gamec said the city has had that thickness for quite some time and hasn't <br />had any problems. He said he knows blacktopping companies are .recommending 2" <br />but it has been found that lb" is sufficient. He said the city decides on the <br />specifications. <br /> <br />Mr. Havrilla, 9421 - 180th Ave. N.W., said it was his firm belief that if <br />asphalt goes in it will slow some of the people down who spin around his circle <br />in the present dirt road. He said he thought a police patrol was needed in this <br />area also. <br /> <br />Ms. Kathy Gallagher, 17711 Eaton St. N.W., noted that at the last meeting <br />the owners were told that every five years the street would be seal coated <br />and the owners would be reassessed at that time. <br /> <br />Mayor Gamec said there would not have to be a public hearing on the seal coating <br />and it would be paid for over a 5-year period. <br /> <br />Public Hearing <br />May 19, 1980 <br />Page 3 <br /> <br /> <br />
