Mayor Gamec explained that the final decision on the project lies with the <br />City Council, but the Council does look at the property owners input to see <br />how many are in favor or against a project. He said if 75% of the property <br />owners are in favor, the Council votes in favor of the project. He said <br />the vote on this project is a close one. <br /> <br />Mr. Fred Stretar, 9430 - 180th Ave. N.W., asked if the project doesn't go <br />through is something going to be done to upgrade the roads and if so <br />will the owners be assessed half the cost. He stated he would like to have <br />the blacktopping done now because something had to be done now one way or <br />the other and then three years down the line blacktopping might be done <br />anyway. <br /> <br />Mayor Gamec said the city is looking at assessing the property owners <br />for upgrading done in area east of this section, but they couldn't <br />say right now whether they would be charged or not be charged. <br /> <br />Mr. Ron Embretson, 9421 - 176th Ave. N.W., asked how thick the <br />blacktopping was going to be. <br /> <br />Mayor Gamec said that the blacktopping would be 1%" compacted thickness. <br /> <br />Ms. Kathy Gallagher, 17711 Eaton St. N.W., stated that there were threats against <br />people who signed the counter-petition last time and that is why there is no <br />counter-petition this time. <br /> <br />Mayor Gamec said the basic thing is that the city is holding ~he hearing over <br />again. <br /> <br />Ms. Carol Havrilla, 9421 - 180th Ave. N.W., said in regards to the second petition, <br />a lot of questions were asked as to the cost and.there were concerns about <br />drainage and culverts. The owners wo61d be satisfied if the problems with <br />the drainage on 176th would be .taken care of. She. asked what is going to <br />be done about these problems and are they going to be done right. <br /> <br />Mayor Gamec said without putting in major storm sewers, there is a 95% possibility <br />the problem could be solved, but there might be some erosion around ditches and <br />some drainage problems could still exist. <br /> <br />City Engineer Raatikka said the majority of the drainage problems would be taken <br />care of. However, one area where problems couldn't be alleviated is on 176th <br />which would need a storm sewer to release the ponding in that area. <br /> <br />Mr. Ron Treqoning, 17700 Eaton St. N.W., said it makes sense to get something <br />out there that will last awhile because if Class V is put down, after a year <br />or two there will be rutting and sand blowing. Also, dollarwise the move should <br />be made now. <br /> <br />Mayor Gamec said the cost quoted would be the estimated cost, but if the <br />final study comes to 25% over the cost, before the city can go ahead with the <br />project, another hearing must be held o~r again. He said the estimates <br />that were given right now look pretty close.
