TO: Environmental Service~mmittee <br /> <br />FROM: Robert M. Hutchison <br /> <br />SUBJECT: License renewal application; Waste Management of Minnesota, Inc. <br /> dba Anoka Landfill <br /> <br />STAFF RECOMMENDS: That the renewal application of Waste Management of Minnesota, Inc., <br />fora sanitary landfill license be granted conditioned upon the following: <br /> <br />1. The licensee conduct a groundwater monitoring program consisting of' at least: <br /> <br />Samples shall be collected from each well and lysimeter once each quarter <br />between the following dates: July 1-15, 1980; October 1-15, 1980; <br />January 1-15, 1981; and April 1-15, 1981. <br /> <br />b. Laboratory examination of these samples shall include specific conduqtance, <br /> iron, chlorides, nitrate, sulpahtes, ahd <br /> <br />Samples shall be collected and examined by a laboratory acceptable to <br />the Department and a COlmY of the laboratory repQ. rt shall be submitted <br />directly to the Department. <br /> <br />d. If the laboratory report is not received by .the Department.by the 30th <br /> day of the month in which the sample was to have been collected, the <br /> Department shall refer the matter to the County Attorney's Office for <br /> the appropriate action to obtain compliance with the conditions of license <br /> issuance. <br /> <br />The groundwater monitoring program shall be augmented by the installation <br />of lysimeters, or other device capable of monitoring leachate generation <br />acceptable to the Department, as operation moves into new areas or phases. <br /> <br />Licensee provide a bond in'the amount of $50,000. <br /> <br />4. No operations on the far west side of the landfill between May 1st and <br /> September 30th. <br /> <br />Termination of the easterly portion of t~le south slope of Phase II which <br />has reached maximum development and reseeding of those terminated areas <br />wi.th::inadequate turf development by August 31, 1980. <br /> <br />The .engineer plans~ report, .~nd ~el~ted correspondence Submitted by, or <br />on behalf Of, the licensee are a part of the licensees applicati6n and <br />this license. <br /> <br />RMH:jfs <br />5/8/80 <br /> <br /> <br />
