Dear City, County and Law Enforcement Officials: <br /> <br />The enclosed report summarizes the results of a four-year study <br />to develop job-related, nondiscriminatory selection standards <br />for use by Twin Cities Area suburban police departments in <br />hiring entry-level police officers. The report is entitled <br />Selecting Police Officers: Developing Job-Related Selection <br />Standards for Twin Cities Area Suburban Police Departments <br /> <br />(April 1980). <br /> <br />The study described in the report was conducted jointly by the <br />Metropolitan Area Management Association (MAMA), a professional <br />organization of city managers, and the Metropolitan Council. <br />The three phases of the study consisted of developing a research <br />design, conducting a job analysis of police officer activities, <br />and developing job-related tests based on the job analysis. The <br />job analysis and test development were conducted by Arthur Young <br />and Co. for the Council and MAMA. <br /> <br />In February 1980, a joint-powers organization called the Suburban <br />Police Recruitment System (SPRS) was formed to cooperatively <br />administer the tests. SPRS membership includes 40 of the 55 <br />municipalities that participated in the research effort. The <br />SPRS phone number is 475-0110. <br /> <br />I would like to thank the municipal participants in the project <br />for the significant contributions of police officer time that <br />were devoted to the project, despite ~the fact that no outside <br />funding was available as remuneration. This expense was absorbed <br />by the cooperating municipalities and far exceeded the amount of <br />federal funding expended on the project. <br /> <br />As a review of the contents of this docUment will demonstrate, <br />the examination procedures developed are job-related and compre- <br />hensive.
