Staff will continue in i' ~ttempt to individualize the ~ as much as possible <br />to avoid submitting negative reviews to the EQB. Staff understands that the plans <br />reflect a process of tailoring the guidelines to local circumstances and that some- <br />times the staff perception of how a guideline'should be reflected in a plan is un- <br />reasonable. We also feel that, at times, local communities do not understand the <br />importance of various planning elements.
