MEMO

DATE:

TO:

FROM:

RE:

4/5/2000

Economic Development Authority (EDA)
Megan Barnett, Community Development Assistant
Staff Updates

Redevelopment Study:

On May 11, 1999 the City Council hired Hoisington Koegler Group Inc. to complete a
redevelopment study for underutilized industrial parcels in the City. Phase one of the study,
which included establishing goals and an analysis of several sites, has been completed. The
consulting finn is ready to move to phase two, which includes forming a task force to develop
a redevelopment plan to guide change in the designated areas. Originally, it had been
recommended that the study area focus on the area generally located west of Sunfish Lake
Blvd. and south of Industry Ave, however the City Council has directed that the initial work
focus on the Highway #10 Corridor. The City Council has recently discussed the possibility
of forming a task force or meeting in joint sessions with the EDA.

BMA Associates/Proposed Industrial Park:

Atter the City Administrator and the City Attorney negotiated a tentative agreement to
purchase the 149.11 acre site located west of Anoka Electric Energy Park, the City Council
decided the preferred method of acquisition would be condemnation. The City Attorney and
attorneys from the law firm of Kennedy & Graven revised the condemnation resolution as to
remove the Technical College for reason of taking. The current resolution states taking
purposes for economic development. The City Council approved the resolution on March 14,
2000 and the City Attomey filed the papers on March 15, 2000.
