be funded from the depreciated amount within the Capital Equipment Replacement Fund from <br />the original late '80s purchase. <br /> <br />Solstice Park Irrigation and Landscape <br /> <br />$45,000 <br /> <br />The majority of this $45,000 project, financed by the Landfill Trust Fund's interest earnings, <br />would be for irrigation and landscape improvements. Projects to date, staff may consider hiring <br />different trades such as electrical and plumbing contractors individually rather than a single <br />general contractor. The purpose is to invest the time in the actual project being constructed in <br />the field rather than on a bidding process, for higher quality work at less cost. <br /> <br />In addition to a significant amount of needed landscaping, a horseshoe pit and "washer pit" <br />would be constructed as well as a volleyball "court" and entry signage. It should be noted that <br />the property to the east might be developed with townhomes, including the dedication of <br />additional park acreage for a ballfield. The timing of this may work well for that field space to <br />be irrigated at the same time as this project. The park dedication monies (over the land <br />dedication) would pay for improvements to the expansion area. <br /> <br />Observation: <br /> <br />The four projects summarized above may be ready for City Council approval without a more <br />detailed budget. Central Park's expansion is simply banking dollars for a future purchase. <br />Elmcrest Park Development is summarized by the quotation by Hakanson Anderson and <br />Associates in the estimated amount of $16,000. Solstice Park's project as indicated would be <br />done incrementally rather than by a large contract. Rivers Bend playground replacement, <br />however, will need park and Recreation Commission direction as to how to progress. <br /> <br />Staff Recommendation: <br /> <br />Determine the timeline and desired workplan for Rivers Bend play structure and discuss each of <br />the projects to ensure it meets the commissions intentions. <br /> <br />Commission Action: <br /> <br />Recommend City Council approves the year 2000 Park's Capital Improvement program. <br /> <br />Reviewed by: <br /> <br />Parks & Utilities Supervisor <br /> <br />Copies to: <br /> <br />Finance Officer <br />Public Works Director <br />City Engineer <br /> <br />P & R: 7/13/00 <br /> <br /> <br />
