REQUEST FOR SITE PLAN REVIEW; ACE SOLID WASTE <br /> By: Megan Barnett, Community Development Assistant <br /> <br />CASE # <br /> <br />Background: <br /> <br />The Planning Commission reviewed and recommended approval of ACE Solid Waste's <br />Site Plan for the office/truck terminal at the March 6, 2000 meeting. Subsequent to the <br />Planning Commission meeting, it was determined that a conditional use permit would be <br />required for the transfer station proposed for construction in the future. Since the transfer <br />station is a crucial part of ACE's operation, ACE determined that it was necessary to <br />apply for the conditional use permit and site plan approval of the transfer station. The <br />City Council reviewed the Site Plan for the office/track terminal on March 28, 2000 and <br />tabled the item until the Planning Commission could review the conditional use permit <br />application and site plan for the transfer station and provide a recommendation. <br /> <br />The Planning Commission reviewed the Conditional Use Permit Application for the <br />Transfer Station on April 10, 2000 and recommended denial. Due to the negative <br />recommendation the Transfer Station Site Plan was not reviewed. <br /> <br />The City Council reviewed and approved the Conditional Use Permit request by ACE <br />Solid Waste for the Transfer Station on April 25, 2000. They also reviewed and <br />approved the site plan for the office/track terminal and requested that the Planning <br />Commission review the site plan for the transfer station portion of the site. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site Plan <br />City Staff Review Letter dated April 6, 2000 <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public heatings. However, the transfer <br />station requires a Conditional Use Permit which does require a public heating. Therefore <br />neighboring property owners are aware of the proposed development. <br /> <br />Observations: <br /> <br />The applicant is proposing to develop a 17, 100 square foot transfer station on this site. <br />This would be a transfer facility for mixed solid waste (MSW) and recyclables. The <br />proposed transfer station in conjunction with the office/shop structure complies with the <br />35% building coverage restriction and all setback requirements. The exterior f'mish on <br />the building is proposed to consist of rock and smooth face gray concrete block with red <br />concrete accents to match the office/shop building. <br /> <br /> <br />
