CASE #: /

PROPOSED ORDINANCE TO ESTABLISH
DENSITY STANDARDS FOR NEW RESIDENTIAL DEVELOPMENT
ADJACENT TO EXISTING SINGLE FAMILY DEVELOPMENT
By: Community Development Director Sylvia Frolik

Background:

As the Planning Commission is aware, various parcels of land were determined to be land use
sensitive and were placed in moratoriums while the City worked on the new Comprehensive
Plan. In addition, the Zoning and Subdivision Chapter of City Code has not been updated to
implement the Comprehensive Plan being considered.

Observations:

A very important aspect of the draft comprehensive plan is that language which would establish
transition density standards for new residential development abutting existing development. It
will take several months to update the Zoning and Subdivision Chapter and in the interim, the
moratorium is expiring on various parcels. It is imperative that the density transition regulations
be incorporated into the Zoning and Subdivision Chapter as soon as possible.

A draft ordinance was presented to the Planning Commission for a public heating on July 10. It
was determined that the ordinance needed some rework and the hearing was continued to the
regular Planning Commission meeting in August.

In the interim, a Planning Commission work session was held on July 18 to provide City Staff
and Loren Gordon (consultant from Hoisington Koegler Group working on the Chapter 9
Rewrite) with some direction and feedback for redrafting the proposed ordinance.

A copy of the proposed ordinance, as drafted thus far, is enclosed for review. Staff anticipates
that more revisions will be required following the public heating and Commission discussion on
August 1.

Recommendation:

Reconvene the public hearing and direct any changes or modifications to the proposed ordinance
deemed appropriate.

Commission Action:

Will be based on your discussion.

Reviewed by:
City Attorney
Hoisington Koegler

PC: 08/01/00

Copies to:
Community Development Assistant
Community Development Intern
