CASE #: ~ <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF ORCHARD HILLS; <br />CASE OF HOMESTEAD MULTI-FAMILY DEVELOPMENT <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Mike Schneider of Homestead Multi-Family Development has applied for sketch plan review to <br />develop 42 for-sale townhome units on property located south of 153rd Avenue N.W. and Bill's <br />Superette and east of St. Francis Blvd. N.W. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated September 29, 2000 <br /> <br />Notification: <br /> <br />None of the surrounding properties were notified of the sketch plan submittal. The property will <br />have to be platted and notification will be required for the preliminary plat public hearing. It is <br />Staff's understanding that the Developer has approached some of the adjacent property owners to <br />inform them of the proposed project and solicit their comments. <br /> <br />Observations: <br /> <br />The property consists of approximately 8 acres and is currently zoned R-3 Urban Residential, which <br />allows up to 7 units per acre. The draft Comprehensive Plan targets this area for high density <br />residential uses with densities up to 7 units per acre. The developer is proposing 42 units, which <br />equates to a density of 5.25 units per acre. <br /> <br />The project area abuts two single family rural residential lots on the extreme east and a single family <br />urban residential neighborhood on the southeast and south boundaries. A density transition from the <br />single family uses to the proposed multi-family use will be required. However, the City is in the <br />midst of drafting a density transition ordinance and in the absence of a finalized ordinance, the <br />Planning Commission may want to provide some general direction on the methods of density <br />transitioning that will be acceptable in this case. <br /> <br />Barium and Cobalt Streets are proposed to be extended from the south into the plat; Barium will turn <br />to the west and "T" into Cobalt Street; and Cobalt will extend north to 153rd Avenue N.W. No <br />access is proposed from St. Francis Blvd. N.W. The pedestrian/bike path is proposed to be <br />continued along the east side ofT.h. #47. <br /> <br />The townhomes will also be subject to site plan approval for the purpose of reviewing architectural <br />standards, parking, landscaping, etc. <br /> <br /> <br />
