connect the two dwellings with an above ground addition. Due to the Planning Commission <br />recommendation at the September meeting, the application is now being processed as a <br />Conditional Use Permit. The Conditional Use Permit terms will not require the applicant to <br />connect the two dwellings and the ability to utilize the second dwelling will run with the life of <br />the property. <br /> <br />Since the lot has been vacant for so many years vegetation on the parcel consisted of nothing but <br />tall weeds and existing mature trees. Hanna Smith has made several site improvements to the <br />estate since purchasing the property. Staff toured the site again and saw a vast improvement to <br />the outside landscaping. The applicant planted 171 various bushes, river rock and keystone <br />block have been strategically designed around the entire main dwelling and a cement pathway <br />with established landscaping on both sides of the cement pathway has been constructed to the <br />second dwelling. <br /> <br />The parcel contains many mature trees in the front, side, and rear yard. Mrs. Smith has hired an <br />irrigation company to install a sprinkler system. The entire parcel will be spread with black dirt <br />and seed by the second week in October. The property now contains two courtyards, one in the <br />front and one in the rear yard, with landscaping established around the each courtyard. Staff <br />feels that the applicant has installed a landscaping plan that exceeds City standards. <br /> <br />Staff was able to view the inside of the proposed second dwelling. The interior of the building is <br />completely sheet rocked and it appears that most of the electrical outlets are in place but not <br />necessarily working. The structure is absent of flooring, a finished kitchen, a finished bathroom, <br />and working plumbing. The current status of the facility is that it is not in a liveable condition. <br />If the proposed use is approved, the applicant will make the necessary improvements to provide <br />for a liveable facility. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of Loving Care Senior Services request to maintain a second <br />dwelling on a parcel. <br /> <br />Commission Action: <br /> <br />Motion to recommend that City Council adopt findings of fact relating to Loving Care Senior <br />Service's request for a conditional use permit to maintain a second dwelling on a parcel. <br /> <br />-and- <br /> <br />Motion to recommend that City Council approve Loving Care Senior Service's request for a <br />conditional use permit based on the findings of fact. <br /> <br />-or- <br /> <br /> <br />
