City Code standards for required lot area in the R-3 district are outdated and difficult to apply to
the current development trends. Applying the intent of the R-3 district standards: the proposed
development would be required to have a minimum of 197,500 square feet of lot area. The
proposed plat area, excluding Outlot A, is 411,737 square feet. The City has the option to receive cash, land, or a combination of
the two.

The City has retained an engineering firm to perform the required Traffic Generation Analysis
study on the proposed development.

The townhomes will also be subject to site plan approval for the purpose of reviewing
architectural standards, parking, landscaping, etc.

Recommendation:

Staff recommends preliminary plat approval contingent upon compliance with City Staff Review
Letter dated December 5, 2000.

Commission Action:

Motion to approve/deny the preliminary plat for Orchard Hills contingent upon City Staff
Review Letter dated December 5, 2000.

Review Checklist:
Community Development Director

Copies to:
City Engineer
Parks & Utilities Supervisor

PC: 12/05/00
