CASE <br /> <br /> REQUEST FOR SITE PLAN REVIEW; CASE OF <br /> LYNDALE TERMINAL COMPANY <br />By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />Lyndale Terminal Company has submitted a site plan for the development ora 5,199 <br />square foot convenience store that will include a car wash and gasoline service. The site <br />is generally located at the intersection of Trunk Highway #47 (St. Francis Blvd.) and <br />Xkimo Street. - <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />Letter from MnDot dated October 20, 2000 <br />City Staff review letter dated December 1, 2000 <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public heatings. However, the applicant is <br />also requesting to rezone the property; therefore property owners within 350 feet of the <br />Subject Property, Rivers Bend 3rd and 4* addition are aware of the proposed site plan. <br /> <br />Observations: <br /> <br />Lyndal Terminal Company is proposing a 24-hour convenience store with a car wash and <br />gasoline services. The site is currently zoned B-1 Business and a convenience store is a <br />permitted use. However, the proposed gas services are not a permitted use and the City <br />has received an application to rezone Lot 1 to B-2 Business to allow for gasoline sales. <br /> <br />The proposed building exceeds the required front, rear and side yard setbacks established <br />in the Business district. City Code requires a 20-foot green space area adjacent to all <br />public streets. The proposed site plan is deficient of this requirement along State <br />Highway #47. The Board of Adjustment will be reviewing a variance request at their <br />December meeting. <br /> <br />City Code restricts lot coverage to 35% of the lot area; the site plan is proposing an 8.5% <br />lot coverage. In accordance with City Code all driveways, off-street parking and <br />maneuvering areas are proposed to be surfaced with bituminous pavement and finished <br />with B-6/12 concrete curbing. City Code requires a minimum of twenty-six (26) parking <br />spaces for the facility and thirty-three (33) are proposed. <br /> <br />City Code specifies that exterior wall finishes shall consist of natural or prefabricated <br />brick or stone or pre-cast concrete panels or some other material approved by City <br />Council. The building exteriors are proposed to be a combination of brick and integrally <br />treated rock faced concrete masonry units, stucco and Spectra-Glaze II Block. The <br />proposed materials comply with City Code. <br /> <br /> <br />
