An eight (8) foot bituminous pedestrian trail will be constructed parallel to State Highway <br />#47 and a five foot concrete walkway will be placed along Xkimo Street. <br /> <br />The Landscaping Plan is generally acceptable provided that a few of the proposed <br />plantings on the site are revised to include an approved species suitable in the City of <br />Ramsey. The Parks and Utilities SuperviSor is recommending that the Applicant provide <br />plantings to the east of the eight foot bituminous trail located parallel to Highway #47. <br />Since the eight-foot trail will be located in the Highway #47 right-of-way, the Applicant <br />will need to obtain MnDot's approval to establish plantings, in their right-of-way. <br /> <br />The site will derive two (2) access points from Xkimo Street. The existing center median <br />along Xkimo Street will be extended to ensure that the access closest to Trunk Highway <br />#47 provides only ingress movement. The City Engineer is requesting that the westerly <br />curb of this proposed access be extended westerly in order to provide for a greater buffer <br />between pedestrians and vehicles. <br /> <br />Minnesota Department of Transportation (MnDot) submitted a letter of comment in <br />regard to the proposed accesses and drainage on the subject property. Subsequent to that <br />time the Applicant has made several revisions to their site plan. staff forwarded a revised <br />site plan to MnDot and anticipates revised comments before the City Council meeting. <br /> <br />A permit from the Lower Rum River Water Management Organization will need to be <br />obtained. It appears that there will not be a drainage permit required from MnDot, <br />however, the applicant is responsible for obtaining all required permits for other <br />regulatory agencies. <br /> <br />Recommendation: <br /> <br />City Staff recommends site plan approval contingent upon compliance With City Staff <br />Review Letter dated December 1, 2000 and upon receiving a formal variance from the <br />Board of Adjustment. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council grant site plan approVal/denial of the <br />proposed site plan for Holiday Acres contingent upon compliance with City Staff Review <br />Letter dated December 1, 2000 and receiving a variance to the green space setback <br />requirement from the Board of Adjustment. <br /> <br />Review Checklist: <br />Community Development Director <br />City Engineer <br />City Administrator <br />Parks & Utilities Superviors <br /> <br />PC: 12/05/00 <br /> <br /> <br />
