<br />She thought it was important to have blending between the neighborhoods and look at the order <br />of development. Area D could be developed on its own but utilities would be coming from Area <br />C so they might want to look at how the areas would flow. <br /> <br />Mr. Fifield stated it is hard to determine what area gets developed before others in order to bring <br />sewer into other areas. <br /> <br />Community Development Director Trudgeon thought they will need to come up with some <br />policies to deal with issues for development. <br /> <br />Councilmember Elvig arrived at 7:10 p.m. <br /> <br />Councilmember Olson thought this was part of a larger picture and it was difficult to say what <br />the most important thing for the property was. In viewing this property, she would question how <br />big the wetland is. <br /> <br />Community Development Director Trudgeon indicated it was close to 80 acres. <br /> <br />Councilmember Olson saw the traffic as being the real key. The extension of Variolite is going <br />to be a real issue. She did not see how they could do much of anything without getting the <br />streets straightened out. They may need an overlay of the Comprehensive Plan to see how this <br />will fit together. As far as sewer and water, it is so close to this area that they will need to figure <br />out what they are going to do with this sooner or later. <br /> <br />Mr. Fifield stated this is something that will need to be dealt with as they develop. <br /> <br />Councilmember Olson asked City Administrator Norman about the plan to move houses out of <br />the area and is this still something that could happen. <br /> <br />City Administrator Norman stated it is one option or alternative that could be done. It provides <br />an alternative to tearing or burning the house down. When they pitched it to Habitat for <br />Humanity, they fell in love with the idea and it provides an alternative. <br /> <br />Councilmember Olson thought if this was something they were interested in doing, they will <br />need to identify the areas they will be moving the homes out of and into. They will have to find <br />out how to reconfigure streets. <br /> <br />Community Development Director Trudgeon stated this report is very general and they are trying <br />to outline the realm of different things that could occur and to be determined at a later date. <br /> <br />Councilmember Elvig stated there is a dilemma with eminent domain changing. He wondered if <br />there was a way to try to connect these things someway. The infrastructure is problem number <br />one and he wondered if they could make up a map showing ways to balance the project. <br /> <br />Community Development Director Trudgeon stated the study is a general planning tool and they <br />can expand on this. <br /> <br />Mr. Fifield stated one of the things they tried to do with the study is to make it informative.
