Commissioner Trites Rolle thought keeping the report this broad was to bring it to the public and
get their opinion and then refine the study with resident comments.

Commissioner Nixt wondered what they will get out of this when it is their responsibility to plan
the City. He thought they did this type of thing before and they received meaningless data. He
thought they needed to have stated objectives for the public. They needto guide the discussion
and, as a City, that is their responsibility.

Mr. Fifield stated he would not suggest that the open house is going to resemble the focus group
for the Comprehensive Plan.

Community Development Director Trudgeon stated a lot of other issues have come up since the
beginning of the study. He thought if they heard a consensus about some issues they need to
direct to the public, they will do that.

Councilmember Pearson stated this is a challenging area because it is in the middle of the City
and the chances of redevelopment of most of the homes are pretty critical. He thought they
needed to have a direct plan because that is where all the transportation corridors are headed.

Councilmember Elvig thought this is a Comprehensive Plan issue and if there a vision for this,
what the preferred density for the area is. Another element is what to do with the existing
homes. He thought this was worth looking at and had some merit. If they had some
options/alternatives people would be more open.

Community Development Director Trudgeon wondered if they should look at density at this
time.

Commissioner Nixt stated the issue was the objective to fill the pipe. He thought the statements
are inconsistent with each other. When they know that redevelopment is inevitable, they start to
effectively plan. They need an objective for this area.

Commissioner Brauer stated the more you plan, the more nervous people get.

Councilmember Olson thought the idea of higher density development on this should be
explored more. She thought it would be nice to leave some large lots in here and to capitalize on
the wetland.

Commissioner Levine stated even in the presentation it indicates it is not a redevelopment but it
actually is. They need to do this pro actively rather than hope it turns out ok. If they are going to
go with a report like they have received, the public will become afraid. He thought they needed
to be open with the plans for the area. He thought the manner in which this is presented is
critical.

Commissioner Nixt thought they needed objectives and right now they are missing.

Commissioner Trites Rolle thought what was discussed was correct. The report for them is good
but not for the public. She did not think piece-mealing is good. One of her concerns is some
people will not know where the wetland is so it should be labeled. She thought the sewer study
should be included in the study also because it might help the residents understand what they are
City Council Work Session / June 26, 2006
Page 4 of7
