One of her other concerns is if they do <br />not plan for some of these things, as the development comes up and they do not leave some of <br />the larger lots, they will be passed over for other cities. Doing piece-meal can lead to problems <br />with future planning and leads to a lot of bad blood from what she has seen. <br /> <br />Commissioner Hunt stated a couple of things that have popped into his mind is that they have <br />talked about keeping some smaller neighborhoods and blend neighborhoods. If they can come <br />up with a plan, such as sewer and water, where a developer or group of neighbors could agree <br />on, there are possibilities. They could get the sewer and water run through some of the <br />neighborhoods. Development in this area with sewer and water close by, anything that is <br />development should be a full build out and they should plan on it that way. <br /> <br />Councilmember Pearson thought with no long range planning, they need to set up a plan. This <br />area is going to be redeveloped and as far as lot size, people who want larger lots will keep them <br />that way. He thought some of these areas are in need of sewer now and he thought it will come <br />quicker than planned and they need to have a plan in place and stick with it. He thought once the <br />people realize what is going to happen, they will go along with it. <br /> <br />Commissioner Cleveland stated she looked at this study as an excellent tool for the <br />Comprehensive Plan update. She thought this needed to be utilized and that this study needed to <br />be told to the residents but in a condensed form. She indicated the presentation to the public <br />should be kept simple and use the study as a tool. They needed a plan that needs to be stuck to <br />and she thought the study was a good start and they need to expand upon it. <br /> <br />Commissioner Brauer stated in terms of the study, it seems like there are some assumptions he <br />questions. If the septic fails, will the resident want to hook up and he was not sure if they would <br />because it may be cheaper to get a new septic system. <br /> <br />Mr. Fifield stated this is assuming the area will not contain a septic system anymore and they <br />would need sewer and water. <br /> <br />Commissioner Brauer thought the study needed more data about the natural resources. There <br />should be a resource inventory done like they did previously. Is the extension of Variolite <br />needed and how will they pay for it. He thought they needed to find out if these issues are really <br />needed or not. They need to make some distinctions and decisions of what it will take for <br />residents to hook up. He thought that was critical and he did not think they have accomplished <br />this. He wondered if they will make or lose money if this area is developed and at what point <br />will the homeowners make the similar calculation regarding selling their properties or staying <br />there. He wondered if developing this area will make Town Center more or less difficult to <br />develop. There is also a density issue and what is the acceptable density transition. <br /> <br />Councilmember Olson wondered if it was possible to Master Plan this area. <br /> <br />Community Development Director Trudgeon thought it depended on how much they want to <br />spend and to what depth they want to plan the area. <br /> <br />Councilmember Olson stated Master Planning to her seemed like a logical thing to do. <br /> <br />City Council Work Session / June 26, 2006 <br />Page 5 of7 <br />
