<br />Mr. Fifield stated in a technical sense they could Master Plan the area but the dilemma is how <br />they make this happen in the environment they have now. There is no eminent domain and the <br />charter directs them on how to plan. <br /> <br />Councilmember Elvig wondered whose burden was this, the City's or the developer's. He stated <br />part of what he has been looking at is they have talked about balance and services and a lot of <br />Town Center has been driven by density. One thing they needed to share with staff and the <br />Commissions is what they have learned. They need to have some sort of a mission statement. <br />He would like to see some sort of upscale in the City. He stated a lot of complaints he has heard <br />is the issue of traffic. They should be able to have a framework in place for development. He <br />thought they needed to fix the roads in the City first. He wondered if they needed to save some <br />area for upscale in the future. <br /> <br />Commissioner Brauer stated a lot of issues discussed are pretty big and he did not think they <br />would get them resolved before the public hearing. He thought the public meeting should have <br />resident input and find out what the resident's vision is for the area. Find out what their issues <br />are and ask them what further issues they feel the City and Council need to deal with. He <br />thought the study seems devoid of positive incentives. He thought the tree farm would be a good <br />place for larger upscale developments. What incentives can they build in so when the sewer and <br />water comes in the residents will be ready for it and wanting it. <br /> <br />Commissioner Trites Rolle asked if the tree farm has talked about selling. <br /> <br />Community Development Director Trudgeon stated it was not brought up to the City. <br /> <br />Commissioner Trites Rolle stated within this study, they have to discuss traffic. <br /> <br />Councilmember Strommen left at 8:03 p.m. <br /> <br />Commissioner Trites Rolle stated that areas that are larger will be a good idea. <br /> <br />Commissioner Brauer stated Commissioner Von Scoy asked him to pass on at the meeting that it <br />is important to retain the rural character of the area. They need to build on the existing <br />Comprehensive Plan and felt it was important to get public input on this. <br /> <br />Community Development Director Trudgeon summed up what the meeting brought up for <br />issues. He stated the issues brought up will need to be addressed in the next stage of the study. <br /> <br />3) Overview of Public Open House <br /> <br />Community Development Director Trudgeon indicated the open house will be on August 17, <br />2006 but can be postponed until more issues are resolved and they could meet again to discuss <br />these issues. They can retool the study and reconvene the meeting again to review changes and <br />for additional comments. <br /> <br />Councilmember Elvig thought the Council should have a workshop on upscaling in all the <br />markets. <br /> <br />Commissioner Cleveland thought they should also look at how they can get people to move to <br />Ramsey and also work in the City. She thought maybe corporations could build offices in <br />City Council Work Session / June 26, 2006 <br />Page 6 of7 <br />
