I <br />will begin immediately to familiarize myself with'the, general <br />needs of the cable service territory and then proc'~ed to draft <br />the Joint Powers document to meet your needs~ <br /> <br /> After the presentation of the Joiht Powers Agreement to'the <br />three city councils, hopefully at their meeting of June 18, 1980, <br />and as soon as all three cities have entered ~nto the'Joint <br />Powers Agreement, I'will begin coordination and organization of <br />the first Joint Commission meeting and will plan to attend that <br />meeting ~o get it organized. <br /> <br /> My time will be billed monthly in. equal portions to all <br />three cities at a rate of $50 per-hour plus all disbursements, <br />such as mileage,_ xerox expenses, postage, etc; As you ·already <br />know, all c6sts of the establishment of a-'cable television system <br />are reimbursed to the cities by the company which eventually will <br />receive the cable franchise for your region. Although our experi- <br />ence allows us to estimate the types of services involved in the <br />formation of the Joint Powers Cable Commission and the estimated <br />time involved, it is difficult at this time'to offer a precise <br />budget for-such work. However, a very rough time estimate (which <br />probably overstates the amount of time that will be rendered) <br />would indicate a possible 40 hours spent through the first ~eeting <br />of the Joint Commission. <br /> If you desire any further information from us at this time, <br /> I shall be happy to provide 'it. . <br /> <br />Sincerely, <br />Thomas D.
