TO:

FROM:

RE:

DATE:

Mayor and City Council

city Administrator
Staff Report

June 20, 1980

1) Board of Review and Legislation: Council maybe should consider
calling the County Assessor out to the City of Ramsey and have him go
over the State tax laws regarding the appraisal field. It would seem
to me this would be an excellent exercise for our Ramsey Economic
Development Commission and the City Council to have our County Assessor
go over the following areas:

a) State laws governing the approach assessors have to take
in appraising properties,

b) Valuation comparison in different areas of Anoka County
with the City of Ramsey, and

c) Commissioner of Revenue State of Minnesota's involvement
with County apprised valuation.

~d) What portion of laws governing the assessors job in
~appraising does he feel should be changed.

The City Council and the Ramsey Economic Development Commission should
also consider meeting with the following State'Officials or their know-
ledgeable representative:

a) Commissioner of Revenue, State of Minnesota - this
official has far reaching power in the governing the laws
of real estate valuation. At least, it appears he rules
over local assessors with an iron hand and may be all form
of local government where they have Board of Review power°
It would be good to see how this State of Office operates
and the powers they have in accomplishing their duties.
Most important their thought laws now governing the local
assessors approach to appraising property valuation.

b) Commissioner of the State Economic Development - It
would be good to talk to this individual as he is charged
with promoting industrial and commercial development in the
State of Minnesota. He should be fully cognizant of our
State tax laws and how they effect the industrial to com-
mercial climate.
