It would seem <br />to me this would be an excellent exercise for our Ramsey Economic <br />Development Commission and the City Council to have our County Assessor <br />go over the following areas: <br /> <br /> a) State laws governing the approach assessors have to take <br /> in appraising properties, <br /> <br /> b) Valuation comparison in different areas of Anoka County <br /> with the City of Ramsey, and <br /> <br /> c) Commissioner of Revenue State of Minnesota's involvement <br /> with County apprised valuation. <br /> <br />~d) What portion of laws governing the assessors job in <br />~appraising does he feel should be changed. <br /> <br />The City Council and the Ramsey Economic Development Commission should <br />also consider meeting with the following State'Officials or their know- <br />ledgeable representative: <br /> <br />a) Commissioner of Revenue, State of Minnesota - this <br />official has far reaching power in the governing the laws <br />of real estate valuation. At least, it appears he rules <br />over local assessors with an iron hand and may be all form <br />of local government where they have Board of Review power° <br />It would be good to see how this State of Office operates <br />and the powers they have in accomplishing their duties. <br />Most important their thought laws now governing the local <br />assessors approach to appraising property valuation. <br /> <br />b) Commissioner of the State Economic Development - It <br />would be good to talk to this individual as he is charged <br />with promoting industrial and commercial development in the <br />State of Minnesota. He should be fully cognizant of our <br />State tax laws and how they effect the industrial to com- <br />mercial climate. <br /> <br /> <br />
