c) Governor Quie's Administrative Assistants - Here we <br />should ask for the person who is charged with developing <br />legislation in the following areas: <br /> <br />1) Tax laws affecting industry and commercial <br />2) Laws deal%rig directly with workmens compensation <br /> and State'unemployment laws, and <br />3) Laws establishing the formula for State aids to counties, <br /> cities and townships <br /> <br />It is six (6) months until the 198~ legislative session and this coming <br />session has to be the most critical session that will be before Governor <br />Quie. You can forget any major legislation in the 1982 session as that <br />is a major election year. <br /> <br />Council has indicated they are unhappy with many things in tax laws and <br />the State Aid formula. Well now is the time to get moving on it and do <br />something about it. <br /> <br />2) Dog violations - Last Tuesday, June 17, 1980, we had a citizens <br />group in here at my invitation to solve a neighborhood battle about <br />dogs. I think we might start doing more of this with the people as a <br />lot of this stuff just plain people have just simply got to get their <br />heads screwed on right and respect each others rights out here. <br /> <br />3) Pig Problems - We have another pig problem here in Ramsey on the <br />Dan Laws property. I don't know how many pigs this individual has <br />but about a dozen were in one of the citizens yards rooting around. <br />Consequently, the City is now taking action on this case. <br /> <br />4) Cable TV - Please refer to Enclosure (C-22) which contains the pro- <br />posed joing powers agreement that Creighton prepared which the City Ad- <br />ministrators will be reviewing with him between now and the next Council <br />meeting. <br /> <br />5) Letters and Communications - The'following is noted to Council: <br /> <br />a) Enclosure (C-3) contains.State Representative McEachern's <br />letter in response to your resolution regarding military re- <br />cruiting and schools. <br />b) Enclosure (C-10) State of Minnesota official approval <br />of your grant on airport study. <br />c) Enclosure (C-16) letter to Dale Wirz regarding his party. <br />d) Enclosure (C-21 Associate Commissioner of State Education <br />Department, Mr. Peterson letter response to your resolution <br />regarding military recuiting and schools. <br /> <br />Comment - I get a kick out of this word people rights. It appears the <br />military does not have any rights but the students and professors have <br />all the rights referring to the response we got from the officials who <br />run the University and Commissioner of Education.
