Mayor C~amec told th~evelopers that they were to everything out with <br />the City Attorney and come back to the City Council or preliminary approval <br />but 's~nce that t~me nne ~eve~opers nave included land area within the <br />Critical area designation and the city has to abide by the ordinance on <br />the Critical Areas and the city doesn't ha~e E.Q.B. approval. <br /> <br />The developer asked if he could get approval if he would leave out the <br />land area within the Critical Area. <br /> <br />City Attorney Goodrich informed the developers that the city still has not <br />received the.abstract or the escrow. <br /> <br />Mayor Gamec informed the ~evelopers that they don't have preliminary approval <br />yet, but they could come in with the preliminary and final approval requests <br />the same day. <br /> <br />City Attorney Goodrich explained that the only thing the dewel~pers can do is <br />sell the lots, but the buyers cannot get a building permit unless the <br />improvements are in. <br /> <br />The developer asked if the escrow would go off when the streets are in. <br /> <br />Mayor Gamec said the escrow would go off when the street are in. <br /> <br />The developer asked if he could hold off on blacktopp'.~ng until'75% of the lots <br />are developed because construction ~ight hurt the blacktopping;- He asked if <br />they could just gravel the streets.. <br /> <br />Mayor Gamec told him to put the request in his proposal. <br /> <br />City Engineer Raatikka informed the developer that there .is a water proble~ on <br />the urban street which would wash out the gravel and befQre they could <br />blacktop, th~.gravel would have to be redone. .' <br /> <br />The general consensus of the council is that' t~e area should all be blacktopped. <br /> <br />The. developer asked'if the blacktopping'would be escrowed. <br /> <br />Mr. Butt Chelton, developer, said.the whole purpose of escrow is for security <br />for the city and he said he would like to be able to sell some lots before <br />blacktopping. <br /> <br />.Mayor Gamec informed him.that the lots can be sold before blacktopping, but <br />no b~ild~n9 permits would be issued until afl.the improvements are in. <br /> <br />The developer said they' were discussing, putting in condominiums or townhouses <br />or quads on .the lots to the south of Riverdale and he wanted to know if these <br />would be allowed. <br /> <br />Mayor Gamee explained that presently only s'.~ngle dwelling houses are allowed, <br />but the city Xs look'.3rng into other type housing now. <br /> <br />COUNCIL'N~WBUSINESS <br /> <br />1) Double Driveway 'to'Eerve 'a Residential Lot'for Council 'Discussion <br /> <br />City A~m{nistrator Schnelle explained the reason for the ordinance allowing <br />only one driveway per residential lot is that at one time the city paid for <br /> <br /> C/May 27, 1980 <br /> Page 8 <br /> <br /> <br />
