Printy <br />Commissioner of Economic Development <br />State of Mirmesota <br />480 Cedar Street <br />St. Paul, Minnesota 55101 <br /> <br />RE: City of Ramsey Council Board of Review Resolution #80-1 <br /> <br />Dear Mr. Printy: <br /> <br />The Council Board of Review at their meeting this year received many <br />complaints on the acceleration of property valuation as contained in <br />Resolution #80-1 which is unbelievable in a recession year. When re- <br />viewing this dilemma with our Assessor, it appears our current state <br />laws which dictate the process our Assessors have to follow may be <br />out of step and need revamping to meet current economic trends. <br /> <br />Our business and industrial leaders in the City of Ramsey state these <br />valuations that are being put on their buildings and land are abso- <br />lutely rediculous. The City Assessor and Coumty Assessor state they <br />don't have any option according to State Laws governing their process <br />in establishing valuation. Everybody will agree valuations don't make <br />taxes but valuations do switch tax burdens and this is what's happen- <br />ing here in Minnesota. The legislators lessen the tax on residential <br />and up it goes on commercial, industrial and apartments. <br /> <br />Consequently, it would appear with the economy from a high inflation to <br />a recession and from high interest money, market to a zero money market <br />that we are witnessing a new brand of economic trends in this country. <br />It would also seem to this level of government that our State would be <br />moving to create inovative tax laws that would adjust to economic <br />situations such as we're witnessing here. <br /> <br />Accordingly, we would like to know what new legislation is being pre- <br />pared for the 1981 legislative session in this highly critical area. <br />Here in Minnesota due to high cost of energy and our lack of it in <br />this State, we have to make our tax structure very flexible so that <br />it reacts quickly to the ups and downs turns in the economy that <br />would affect the State. <br /> <br /> <br />
