a ociafion of
metropolitan
muniapali 'ie

June 30, 1980

TO: NON-MEMBER METROPOLITAN FROM'
AND OUT-STATE MUNICIPAL
OFFICIALS

ROGER Eo PETERSON, DIRECTOR
LEGISLATIVE AFFAIRS

As an aid to city officials, the ~M is again sponsoring a
half day seminar on levy limits and state aids, how they
interact, and how to best utilize them. Included in the
Agenda this year will be a discussion on assessed value
calculation changes for property taxes, a discussion on
the new procedure for improvement assessment hearings, some
of the major property tax law changes, and what we, as local
officials, need to do to influence local government destiny
in the legislature~

Proper understanding and use of levy limitation provisions
are vitally important for all cities and city officials.
The laws are complex and often misunderstood° The seminar
is designed to provide t-hat understanding and knowledge in
a comprehendible manner, so that officials will have as much
flexibility as possible for local budget preparation°

Although this seminar is similar to previous years, it will
serve as a good refresher for current budget activities, and
included will be a discussion of the aid formula as well as
other property tax law changes. Newl~ elected and appointed
officials, those unable to be at the previous session~ and

past participants are urged to attend.

The AMM is extending to non-member metropolitan officials and
to municipal officials outside of the seven county metropolitan
area the opportunity to participate in this seminar. Hopefully,
through this participation you will gain some personal knowledge
that will benefit your city.
