Mayor Gamec said a person with 1000' would not get five votes; otherwise,
a builder could come in a take over with five votes.

Ms. Smith sa~d she felt if a person has to pay for 1000' they should have
equal votes.

Mr. Frank Becker, 15921 Ebony Street N.W.

Mr. Becket asked for an estimate on restoration.

City Engineer Raatikka said restoration would include top soil, seeding and
mulching of shoulder areas or areas that are graded during construction on
either s~de of the bituminous. The maximum would be 20 feet on each side,
but more than likely, it would be 10 feet on each side.

Mr. Becker asked if restoration represented about 1/3 of the total cost.

City Engineer'Raatikka said restoration represented approximately 1/3 of
the total cost.

Mr. Becker noted that basically what the residents are paying for is to
restore their grass and trees or whatever is disturbed during construction.

Mr. Jim Churchill, 15959 Ebony St. N.W.

Mr. Churchill asked what happens if the bituminous needs repair.

Mayor Gamec said there is a performance or maintenance bond on repairs for
up to one year after the street is put in. He read a letter from Mr. Gary Hill,
16006 Dolomite St. N.W. who was opposed to the project.

Mr. Jim Baron, 6720 - 158th Lane N.W.

Mr. Baron asked how the city was going to control water going into the garages.

City Engineer Raatikka said there would be no culverts, but spillways which
would direct the runoff from the streets to the ponding areas.

Ms. Debra Larson, 15952 Dolomite St. N.W.

She asked to be shown where 160th Lane N.W. runs. She asked if the contractor
does amy part of the driveways.

City Engineer Raatikka said they do a one-foot apron of the driveways.

Ms. Alice Simmonds, 6746 - 159th Ave. N.W.

Ms. Simmonds asked what the difference in cost for tar and Class V gravel was.
Mayor Gamec said the difference in cost for tar and Class V gravel was $13,200.

Ms. Simmonds said she thought the 1~" bituminous on top of Class V gravel
was too light and wouldn't hold a 10-ton truck.

Public Hearing
June 16, 1980
Page 3
