PUBLIC HEARING <br />City of Ramsey <br />Anoka County <br />Stateof Minnesota <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />public hearing regarding Street Improvement Project, Hall/Anderson Acres <br />on June 16, 1980, at the Ramsey Municipal Center, 15153 Now~hen Blvd. N.W., <br />Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Sorteberg <br />Councilman Reimann <br />Councilman Mickelson <br />Councilman Cox <br /> <br />Also Present: <br /> <br />City Engineer Raatikka <br />City Administrator Schnelle <br />City Assessor Wirz <br /> <br />Mayor Gamec called the meeting to order at 8:30 p.m. <br /> <br />Mayor Gamec said City Engineer Raatikka would review the project, including <br />the cost and type of street to be put in. <br /> <br />City Engineer Raatikka said this project covers paving of streets in Hall/ <br />Anderson Acres including the service road. The proposed section is a rural <br />street section. The street section proposed consists of a 3" gravel base with <br />a 1~" bituminous surface. He said this base and surface has been used throughout <br />the city with favorable results, and the city has experienced very little <br />maintenance on them. The estimated costs of the project are $61,250 for bituminous <br />surfacing, $19,250 for Class V Gravel, $14~000 for gmading and widening and <br />$14,000 for restoration, ditch cleaning and.culvert cleaning. $108,500 is <br />the estimatec construction cost, plus contingencies, engineering & administrative <br />costs of $27,125 for a total estimated cost for street improvement of $135,625. <br />It is proposed to assess the cost on a unit basis..The cost is divided <br />between 60 units for a total of $2~260.42 per unit. At 10% interest for <br />10 years, the annual unit cost is $367'.90. He explained it will be up to <br />the individual owners to take care of their.own driveways, with the exception <br />of a one-foot apron which would be provided on all dmiveways to protect the <br />edge of the pavement. <br /> <br />Mayor Gamec said sewer g water could possibly be put in in a minimum of 15 years. <br />Normal maintenance is covered under the city's General Maintenance Fund. The <br />other costs which the city has not decided on would be seal-coating which would <br />be done in four to six years depending on what happens. In most of the areas, <br />the city hasn't found more racing on these paved roads.
