TO: <br />FROM: <br />DATE: <br />RE: <br /> <br /> Mayor and City Council <br /> City Administrator <br /> July 18, 1980 <br /> <br />Staff Report <br /> <br />a) Finance: The first factor in commencing with the 1981 budget will <br />be Council action on the 1980 mid year budget adjustments which will <br />become the new 1980 estimated ~udget figures. It shou2d be noted that <br />all-department heads reviewed their respective budget area on these mid <br />year adjustments prior to them going to the Budget Committee. <br /> <br />In working on our 1981 budget we are going to have to be cognizant of <br />the fact that our State Aid dollars may be cut in 1980 and 1981. Con- <br />sequently, the City of Ramsey could really take a beating on State Aid <br />dollars. Council may want to take their case now to the Governor and <br />the Commissioner of Revenue. <br /> <br />b) Things that haven't~been accomplished at this mid point of the year: <br /> <br />The following list of administrative things have not been accomplished: <br /> <br />1) Scenic and Wild River Ordinance: The State has given <br />everybody a September 1980 deadline. Reason - here we are <br />trying to tie this into our Critical Rivers Ordinance and <br />there is Ordinance language problems which take time that <br />we just don't have. <br /> <br />2) Site and Design Plan Ordinance: This has not been put <br />in final form as of this date for public hearing. Reason - <br />Time is the main factor here for not. getting it completed. <br /> <br />3) Mining Ordinance: Council has adopted it but it needs <br />to have more language put i~ it so we can use it. Reason - <br />here again time is the major factor for not completing it. <br /> <br />4) Title to River property along Highway #47: Co~uncil is <br />fully award on this whole case we have requested the County's <br />assistance on this matter and they are working on it. <br /> <br />5) Critical Rivers Area Ordinance: This is now before the <br />State of Minnesota's Environmental Quality Board for review. <br />I don't think our Ordinance is going to flyby the people in <br />St. Paul, We should be hearing soon on it. <br /> <br /> <br />
