Findings of Fact Bonnie Abel 1) That the applicant has properly applied for a conditional use permit as required by ordinance to operate and maintain a beauty shop. 2) That the applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to City Zoning Ordinance on July 7, 1980. That said public hearing was properly advertized and that the minutes of said public hearing are hereby incorporated by reference. 3) That the Standards for Consideration are as follows: a) The property is zoned R-1 and this is not a permitted use. b) The adjoining properties are residential dwellings located on approximately one acre parcels. c) The closest similar use is within a distance of approxi- materly three (3) miles. d) There will b~ no adverse effect to traffic flow in the area. e) There are four .(4) known beauty shops in operation within the City which to our knowledge have not caused neighbor- hood problems. f) Properly maintained, the beauty shop will not affect the life style of the neighboring residents in a residential setting. Further, it should not affect the enjoyment or value of properties in the vicinity. 4) That the Criteria for Approval/Disapproval are as follows: a) The applicants request, to employ one beautician, should not be detrimental to or endanger the public health, safety or general welfare and is not contrary to estab- lished standards as regulated by City Codes. The applicants proposed beauty shop has been inspected by the local building official and said report is hereby incorporated as a part of these findings. The lot size and proposed beauty shop location should not be unsitely or undesirable or obnoxious in appearance and should not hinder the orderly and harmonious develop- ment of the City or the district where herein proposed.
