Findings of Fact <br /> Bonnie Abel <br /> <br />1) That the applicant has properly applied for a conditional use permit <br />as required by ordinance to operate and maintain a beauty shop. <br /> <br />2) That the applicant appeared before the Planning and Zoning Commission <br />for a public hearing pursuant to City Zoning Ordinance on July 7, 1980. <br />That said public hearing was properly advertized and that the minutes of <br />said public hearing are hereby incorporated by reference. <br /> <br />3) That the Standards for Consideration are as follows: <br /> <br />a) The property is zoned R-1 and this is not a permitted <br /> use. <br /> <br />b) The adjoining properties are residential dwellings <br /> located on approximately one acre parcels. <br /> <br />c) The closest similar use is within a distance of approxi- <br /> materly three (3) miles. <br /> <br />d) There will b~ no adverse effect to traffic flow in the <br /> area. <br /> <br />e) <br /> <br />There are four .(4) known beauty shops in operation within <br />the City which to our knowledge have not caused neighbor- <br />hood problems. <br /> <br />f) <br /> <br />Properly maintained, the beauty shop will not affect the <br />life style of the neighboring residents in a residential <br />setting. Further, it should not affect the enjoyment <br />or value of properties in the vicinity. <br /> <br />4) That the Criteria for Approval/Disapproval are as follows: <br /> <br />a) <br /> <br />The applicants request, to employ one beautician, should <br />not be detrimental to or endanger the public health, <br />safety or general welfare and is not contrary to estab- <br />lished standards as regulated by City Codes. <br /> <br />The applicants proposed beauty shop has been inspected <br />by the local building official and said report is hereby <br />incorporated as a part of these findings. <br /> <br />The lot size and proposed beauty shop location should <br />not be unsitely or undesirable or obnoxious in appearance <br />and should not hinder the orderly and harmonious develop- <br />ment of the City or the district where herein proposed. <br /> <br /> <br />
