The enclosed computer printout shows 1980 census local review populatio~ <br />and housing counts for your Jurisdiction and any political and census <br />statistical subareas within it, and the 1970 census counts (if available). <br />The 1970 count will reflect the geographic boundaries that existed at <br />the time of the 1970 census. <br /> <br />For recordkeeping purposes~ your responses must be in writing. We suggest <br />that you use the enclosed Local Review Program Response Forms (D-74) or <br />annotate and return the listing. We would also appreciate being notified <br />if you have no questions or comments concerning the census counts for your <br />area or if you or if you do not intend to participate in the Local Review <br />Program. Responses may be returned to the census representative on a <br />flow basis in order to expedite the Bureau's review process. <br /> <br />Information on the sources of information and the methodology used in <br />compiling your estimates must be included. Differences must be pinpointed <br />to the enumeration district. However, if your estimates are also avail- <br />able at the block level, please include them in the response for the ED's <br />that you question. After we receive your comments, our ~taff will review <br />them, perform field and other checks where needed, and make necessary <br />corrections. The Census Bureau will review questions based on local <br />sources of data such as residential utility connections; residential <br />property tax records; a summary of residential demolitions and building <br />permits for a given area; housing counts based on aerial photography; <br />results from a field canvass~ and address lists. Because of time and <br />resource constraints, the Census Bureau cannot check an area solely on <br />the general feeling that a count appears to be too low or too high. <br /> <br />Although population counts are included on the listing, it is important <br />that you focus your review on housing units. The Census Bureau has <br />other programs currently underway designed to identify potentially missed <br />persons more effectively. The Local Review Program is designed as a <br />means of identifying areas of missed housing units. If missed units are <br />found, the occupants, if any, will be enumerated. However, as you can <br />appreciate it is ineffective for the Bureau to. reinterview householders <br />who already reported the number of persons in the unit. A review of the <br />population counts may be useful if you wish to check on the number of <br />persons who live in group quarters such as military barracks, college <br />dormitories~ rooming houses, etc.~ or pets?ns under care in institutions, <br />who may have been missed. <br /> <br />The local review process is an integral part of the date collection <br />phase of the census and the counts provided to you are "working" figures <br />which are subject to change since operations that may affect the counts <br />will still be underway in the district office. Also, the local review <br />counts are unofficial, and not intended to satisfy any legal purpose, <br />such as redistricting, for which official census counts are generally <br />used.
