TO: City Administrator

FROM: City Assessor

DATE: July 16, 1980

RE: Staff Report

I think you received a copy of the revised list of parcels reduced by
the resolution. I used the run that %he County had of all the parcels,
section by section, and listed all the ones affected. I deleted all
Class V parcels (farm land being farmed) and also some other ones
which were reduced before the resoluti~on was made. I haven't heard
anything on what the County Commissioners decided on the issue.

Mayor Gamec and Lloyd gave the ok to order the Marshall Swift manual
and also registration fee for a seminar on how to use the manual. The
seminar will be at the Mariott Inn in Bloomington on the 18th day of
September.

I have received a copy of the County's suggested rates on residential
property. They are suggesting a 7% increase for the 1981 assessment.
From the sales study on the 1980 sales this increase seems to.be in line.
Maybe we can meet early before a regular Council meeting and discuss it.
Maybe by the time of such a meeting I will have the suggested land value
as well.

In regards to the request the County Assessor made at our meeting at
Greenhaven, and neither Mayor Gamec or you Councilmen had any objections
to, Ed Thurston and I will start reviewing.the commercial and industrial
business of the City on July 21. I have no problem with this~ In fact,
it will make for a good relationship between us. This has been done in
other cities in the County so it isn't something new.

I will be starting the 1981 assessment immediately after we finish the
commercial and industrial check. I won't be doing any updating or
c~lculating until after we have our meeting on suggested rates.

LW: sb
