ADDENDU~,.~ TO D-2 COUNCIL OLD BUSINESS

CASE #2:

Enclosure (.D2-.ccc) is additional information that this office
has received from the'~etro Council in regards to the 1980
State Waste ~nagement Act and how the Metro Council is
approaching this issue.

ADDEND~ TO:
CASE #1:

ADDENDUM TO
CASE #3:

ADDENDUM T0
CASE #8:

Enclosure (D2-a-ba) is additional information regarding a
legislative amendment that was introduced by our Representative
John Clawson to set up legislation that would'allow for the
abolishing of the'Metro Council.

Mr. Clawson will be present this evening to discuss issues with
Council. This office is keeping him informed on major happen-
ings in regards to Ramsey's thoughts on certain legislative
matters.

Enclosure (D2-dd) is additional information provided by Mr.
Dexter Marston on this case. However, it should be pointed
out that Ramsey has covered all this with the Metro people.
The major problem is the 2½ acre zoning. It all boils down
to who is going to control land use zoning - the Ramsey elected
City Council or the appointed Metro Council.

Enclosure (D2-jjj) contains the following additional documents
for Council review or action:

a)

Letter dated August 22, 1980 from Mr. Tom Clark, Chief
Enforcement Section of Solid Waste Division of P.C.A. -
It should be noted that they are going to be taking a
more critical view of ponding of water at the Ramsey
Landfill.

b)

1978, 1979 and 1980 Ramse~ Landfill Statement of Expenses -
Inasmuch as Waste Management is setting up an administrative
fund of $5,000 to cover City expenses involved with moni-
toring the landfill, I think we should be able to recoup
1978 and 1979 engineering costs as those costs were for
landfill monitoring costs.

Now, it should be noted that 1980 costs shown to date are not
complete.

Council Action: I do need Council action to recoup the $1,120
for engineering costs in 1978 and 1979 from the $5,000 admini-
strative escrow fund that Waste Management is setting up with
the City of P~qey.
