Councilman Cox introduced %he following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION 80-77 <br /> <br />RESOLUTION REGARDING IIETROPOLITAN COUNCIL'S PROPOSED GUIDELINES FOR REVIEW <br />OF ANY ~ENIKIENTS TO LOCAL MUNICI?AL GOVER~NTS CO~[PRt~HENSIVE PLUS <br /> <br /> WHEREAS, the City Council of the City of Ramsey, Anoka County, <br />State of ~innesota has reviewed the Metropolitan Council's proposed guide- <br />lines to be used when reviewing future proposed amendments to local munici- <br />pal governments' comprehensive plans. The City of Ramsey opposes the whole <br />concept of attachment one (1) for the following reasons: <br /> <br />1) The proposed Metro Guidelines for reviewing future <br />amendments to municipal governments' comprehensive plans - <br />This proposed document will usurp all management prerog- <br />atives of the local government elected officials in <br />setting land use policy in their respective communities. <br /> <br />2) The proposed Metro Guideline for reviewing future <br />amendments to municipal governments' comprehensive plans - <br />This proposed document is like a cancer as it will destroy <br />the initiatives' of local government and eventually local <br />government. It also creates a situation where local <br />government can't meet the needs of its citizens. <br /> <br />3) The proposed Metro Guideline for reviewing future <br />amendments to municipal governments' comprehensive plans - <br />This proposed document will create a paper monster for any <br />community in the future if it wants to amend their com- <br />prehensive plan. <br /> <br />4) The proposed Metro Guidelines for reviewingfuture <br />amendments to municipal governments' comprehensive plans - <br />This proposed document is not realistic and the small <br />communities will not be able to react to it. They will <br />be forced to hire consultants which they cannot afford. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) In view of the above, the City Council requests that the <br />above proposed Metropolitan Council Guidelines to be used for reviewing <br />future amendments to local communities comprehensive plans be abolished <br />due to the fact it is an invasion of rights of local government. <br /> <br /> 2) Further, the City Council is requesting that the Chairman <br />of the Metropolitan Council attend the Ramsey City Council meeting of <br /> <br /> <br />
